BOARD OF SELECTMEN page 2 <br /> MINUTES <br /> MONDAY, FEBRUARY 25P 1991 <br /> Southport: <br /> Selectman Jacobson questioned how much Southport has completed <br /> according to the permits on a short term? Mr. Bonvie replied he <br /> is in full compliance to date with the special permits, He has the <br /> right to have 50 occupancy permits with out ammendities before completion, <br /> The occupants did have to sign an indemnification agreement so the <br /> Town is not liable. This is in compliance with the Zoning Board o <br /> Appeals. <br /> Selectman Jacobson is also concerned with the <br /> people who have <br /> deposited that cannot get into their units. Mro Bonvie replied that <br /> they have the option to back out and all people residing in Southport <br /> are living rent free* The largest complaints he recti ves are from <br /> people who want to move in. <br /> Elias McQuade spoke of various concerns to address with Southport* <br /> The Board of Health has been trying to get this development off the <br /> ground. Since the treatment plant was designed for total of maximum <br /> flow, the Board of Health has agreed for Southport to use the existing <br /> holding tank for septage usage. <br /> Required from Southport was the posting of two small bonds. One <br /> of which is to empty periodically and two of unable to secure enough <br /> occupancy pernats of residents to create enough flow mother bond was <br /> secured to turn on the treatment plant to allow the engineer tou`s . <br /> the holding tank and bypass the treatment plant and go into the leach- <br /> ing field. This would be a title five system. <br /> The Board of Health is also concerned with the condition of the <br /> development, There are dur psters overflowing with garbage, pot holes <br /> in the roads and potential dangerous situations where adjacent build- <br /> ings of the occupancy pemit buildings are not finished, <br /> The Board of Health will not sign any more occupancy permits <br /> until the Building Department and Board of Health are satisfied, <br /> Selectman Lawrence has suggested the Board of Health and Building <br /> Department send the Selectmen an exact last of complaint items o <br /> what t when t where and who saw these violations. <br /> Mr. Bonvae reP1, <br /> it is not a situation where there are complaints <br /> that he has not taken care of. he will oversee and this will not <br /> happen again. <br /> The Selectmen agree trash should be picked up on a regular basi <br />
