T <br /> BOARD SELECTMEN Page 3 <br /> MINUTES <br /> MONDAYO APRIL 229 1991 <br /> Fiscal Policy Advisory Report <br /> Selectman Carter asked how the Committee geared towards the <br /> future and the department' s needs` It was replied by fir. Harrington <br /> that FY 92 served as a bent arch starting point and secondary factors <br /> were e phased into FY 93 and FY 94. With concerns towards some of the <br /> larger departments, information was supplied as to staffing needs. <br /> Most of the drive was to determine mine revenue sources, The revenue sources <br /> wild, remain fairly consistant over the next few years. <br /> Selectman Carter Feels this document will be helpful to serve <br /> the Ton as a working model. One of the main goals of the Board is <br /> to obtain a. working plan to phase in pro ecis without incurring debt, <br /> The Board is agreeable for a joint meeting Poutside of a Board o <br /> Selectmen' s Meeting. There is a tremendous amount of information to <br /> be absorbed. It is the consensus of the Board to discuss this openly <br /> to determine the future direction of the 'down and it' s needs, It is <br /> the consensus of the Board to meet before the Annual Town Meeting. <br /> Mr. Harrington will report back to theBoard off' a scheduled meeting <br /> date. It was noted. by Selectman Gottlieb, the 1st is not a good date <br />' <br /> for attendance. <br /> In response of the Committee and it' s wishes not to disband, Anne <br /> Shaw made note that Fiscal planning is a continuig process and some <br /> type of committee has to continue to work on this, <br /> 7134 p.m. School Committee: <br /> Due to the lateness of the meetings notice,most of the School <br /> Committee l embers as well as Dr. DeMoura will not attend the meeting <br /> with the Board for discussion as reported a memo From fir. Ieoura. <br /> Chairman Jiro Conery of the School Committee was present since <br /> it is imperative to make e things clear with the misinformation to the <br /> public. The money is in the school budget and it is the intention <br /> of the School Committee to return it to the Town states Mr. Conery, <br /> The School Committee is waiting until the end of the school year to <br /> return the money, <br /> The figures reported in the paper are ball park reports Mr. C on ery. <br /> They are not .entirely correct as reported by the press. With. concerns <br /> towards the surplus money, it will be returned. This is on the a.ge n'da. <br /> off' the School Committee' s May 2nd meeting vote n the return the <br /> money to the general fund. <br /> The users Fees to be returned to the parents involve approximately <br /> $8, 000 and not the reported $40, 000. The exact figuof money to be <br /> returned to the Town is not yet known. Mr. Conery states it is in the <br /> vicinity of the publicized figure or more. <br /> Mr. Conery states this represents an honest cost savings and the <br /> School Committee members are also town taxpayers. <br /> Selectman Carter asked o the materials being bought, spending c4' <br /> money.,. to be used for the future in excess for themake-up ' and why it <br /> was done? <br />
