I
i
j
•
BOARD OF SELECTMEN Page
MINUTES
MONDAY, ARIL 22, 1991
0
i
School. Committee:
The School Committee has always bought things for the next
fiscal. year. If supplies are delivered prior to the end of the
school year, the staff can view the material and request additional
supplies if needed. If supplies are delivered during the summer,
additional help is required to sort and store materials.
.
Mr. Conery was asked why the superintendant has been ducking
issues of concern and not commenting on thea. for. Conery ' is present
for discussion, but will not speak on behalf of Dr. DeMoura,
Selectman Manson is concerned with the stock piling of materials.
Town Meeting allocates the money for use during the fiscal year. It
should not be allowed to use money to stock pile materials and the
School Committee should not be doing it.
"own Counsel advises it is allowable to use the bottom lane
appropriation to anticipate for the-- next fiscal. year. The School
Committee has the autonomy to make use of the money in whatever way
they deem appropriate.
Mr. C my also noted buying in bulk is a considerable savings
and to wait until the start of the school year to order some Materials
would not be available for use in the fall,
Selectman Carter asked of the documentation to be rade available
to the Finance Committee at their request? It was replied by Jim
Conery the information is to be made available to the Finance Committee
tomorrow. Dr. Del oura has included the information requested. It
i is much to difficult to submit an actual inventory audit so that is
not included.
Town Counsel made note of the -.new statute in Massachusetts that
Involves the purchasing of supplies and materials. Under Chapter 30B
f the general law which has been done by the Board to execute the
Executive Secretary as the Chief Procurement Officer, This is designed
to coordinate the purchasing of supplies. Although the School Committee
has the authority, they should be going through the Executive Secretary
i to keep truck of the purchases,
Kevin Harrington has delegated the superintendent the authority,
He noted that this can be recinded if requested.
Selectman Lawrence feels this is a major concern with this Fiscal
year and next and there is little time for discussion before Town
Meeting.
It is the consensus of the Board to have a. joint meeting with the
Finance Committee and School Committee. The meeting has been scheduled
for Tuesday, April 30, 1991 at OO p.m.
Diane om e-i ever made note the funds of the School Committee
cannot be utilized in free cash until. October when revenue would be
available,
Selectman Hanson asks Counsel if Town Meeting can be postponed
for a month? It was replied by Mr. Reardon that you.-could convene the
meeting, move to adjourn and reschedule the,,meeting.
