i <br /> s <br /> � t <br /> I <br /> 'BOARD SELECTMEN Page <br /> MINUTES <br /> MONDAY, APRIL 22g 1991 <br /> school Committee <br /> Anne Shaw made note we should not be planning to spend the <br /> money on anything. The money may be needed to balance our free <br /> cash deficit now. <br /> Selectman Lawrence agrees with Ane Shaw. Five months of .budget <br /> preparation is down to a two week decision. We cannot use the money. <br /> Selectman Gottlieb is in favor of proceeding with 'down Meeting as <br /> scheduled. <br /> It was reported by Jiro Vaccaro there is zero built in the <br /> revenue stream of Free cash. The money will be absorbed and accounted <br /> for, but balanced off as recievables, <br /> It is the consensus of the Board that there is a. lack of mis- <br /> communication from the Board to the School Committee. The memos vent <br /> out to the School Committee and was not. recieved for a few days. She <br /> questions how many days it would take to deliver mail from the Board <br /> of Selectmen to the School. Committee? The Board of Selectmen' s Office <br /> should not be blamed for the delay, <br /> Selectman Jaccobson has reci ved many calls from concerned parents <br /> of the excess material bought by the School Committee and purchases <br /> such as shredders when they are not benefiting the children. The parents <br /> are being told there is not enough money for school studies, but excess <br /> material is purchased. She questions the delegation of the purchase <br /> authority that Kevin Harrington has given Dr. Del dura. <br /> Jia Conery replys there is no way of knowing what we are going <br /> to save. He doubts this will happen next year. <br /> Nancy C of rn made mote the Mashpee Taxpayers Association has <br /> sent a memo to Dr, DeMoura and have not heard any reply. This should" <br /> e considered an emergency situation. The School Cormnittee should be <br /> meeting sooner than May 2nd. <br /> A concerned taxpayer has urged a person to person meeting with <br /> our town and the superintendan . There has been no communication <br /> from the School Committee to the taxpayers. <br /> Mr. Conery replys they are not fill time employees. The meetings <br /> are -televised and one meeting cannot be held for every single issue <br /> of concern. <br /> The motion was rade by Selectman Carter to recind the delegation <br /> of Dr. DeMoura as procurement officer for accounting purposes. The <br /> motion was seconded by Selectman Jacobson. <br /> Selectman Gottlieb is opposed. There is enough work for Kevin <br /> Harrington to delegate, There are other ways to find where the-v money <br /> is going, He has the authority to stop the expenditures* Why bother <br /> with the paperwork, it undermines what he is trying to do . To duplicate <br /> accounting is not appropriate to second guess. The delegation should <br /> be conditioned, <br /> Kevin Harrington prefers not to have the authority. He can <br /> i suggest areas to condition the del ion He would like to see the <br /> information requested- by the Finance Committee from Dr. DeMoura. <br /> Selectman Carter has withdrawn his motion. Selectman Jacobson <br /> has withdrawn her second. <br />
