BOARD OF SELECTMEN Page 6 <br /> MINUTES <br /> iN1AY9 APRIL 22, 1991 <br /> School Committee: <br /> To enable the School Committee to stop some purchases and save <br /> Tnoney, the purchases hie to be approved by three members of the <br /> School Committee and the Superinten ant. There is also prior approval <br /> of intended purchases that the School Committee reviews, <br /> Selectman Carter appreciates the presence of Ir. Cnery on behalf <br /> f the Board. He has represented the School Committee well to help <br /> clarify some issues, <br /> The joint meeting with the School Committee, Finance Committee <br /> andthe Board of Selectmen is Tuesday , April 30, x991 at 6: 00 parvo <br /> 8: 17 p.m. Joel Zei er: Popponessett Bridge Update <br /> The issue of the bridge was discussed by Joel Zeiger with the Board. <br /> Peninsula Council has voted to advance the $6400 to repair funds to be <br /> refunded by the Town with the betterment assessment. Peninsula Council <br /> thanks the Town for what they have done. <br /> Information has not been obtained from the state so the bid package <br /> to the central register will not make e it on time. Projections will be <br /> made of the approximate cost. <br /> Town Counsel has informed the Board that there are other agencies <br /> involved to review and approve the bridge. The commonwealth agencies <br /> include approval from the CJs Coast Guard. He is also concerned with <br /> the proposed work. A verbal opinion from the Office of the Attorney <br /> General of DPW s is stated they do not think we can do what is proposed. <br /> Because of that fact, Counsel has advised not to vote to recommend this <br /> t 'Town Meeting, <br /> The bridge may cost one million rather than the proposed $250, 000, <br /> The island residents are thinking of a dollar amount which may be sub- <br /> stantually more. If the residents dad the work themselves it may cost <br /> the estimated price, If the Town is involved, it may cost more. <br /> Selectman Carter has suggested lir. Zeiger meet with Town Counsel <br /> and report back to the Board at their next scheduled meeting on Tuesday. <br /> Mr. Finn made note that most of the residents on the eastern side <br /> are not under Peninsula Council and ongoing litigation is actively being <br /> persued. It is not the time from the standpoint of the Town financially. <br /> Judge Dolan may rule the burden of financial responsibility is to the <br /> residents of Bright Coves. The court-. may also rule all owners of New <br /> Seabury property have a. partial obligation, <br /> Other upfront costs may exceed the $6, 000 such as the recording <br /> cost whi <br />
