With 1.0% growth increase, our budget is decreasing. <br /> `own Counsel advises if it was stated in- the line item budget <br /> that you were looking for prepayment, the people would know. They <br /> are the appropriating boder and it is their belief they are appropriating <br /> for that fiscal year. The School Departement is the only authority <br /> to control the appropriation in thein lime items. budget. The invoice <br /> from the Cape Cod Collaborative clearly indicates it is a. bill for <br /> FY 92. <br /> Selectman Jacobson mentioned the School Committee knew enough <br /> of the surplus to request a bill to prepay Cape Cod Collaborative. <br /> In a memo dated January of 1991 it was asked by the School Committee <br /> if it was legal to prepay. <br /> This was discussed at a meeting of the Cnre Cod Collaborative <br /> explained Dr. DeMoura, Their attorney said yes to prepayment as well <br /> as our attorney stating we could concur. <br /> The motion was made by Selectman Gottlieb to support the recommend- <br /> ations <br /> ecom end- <br /> a.tio s of Kevin Harrington. The motion was seconded by Selectman <br /> Lawrence. The vote of the Board is unanimous. The vote is 5-0 in <br /> support of the recommended $5,050, 000. <br /> If the Board recommended a reduction of $1-150, 000 in the School <br /> Department' s budget would that effect collecitve bargaining asks <br /> Selectman Carter. It was reported by Jim Conery there is ongoing <br /> collective bargaining with the custodians. <br /> Selectman Carter asked Mr. Harrington if he is comfortable with <br /> the recommendations and the reply is yes. <br /> The motion was made by Selectman Carter to recommend the Board <br /> support a. further reduction of $150, 000 from the School Department' s <br /> s <br /> budget. The motion was seconded by Selectman Jacobson. The vote is <br /> favorable with the Board. The vote is 3-2 with Selectman Gottlieb and <br /> Selectman Lawrence in opposition. <br /> Mr. Conery asked of the items to be reduced. Mr, Harrington will <br /> supply the reductions at a later date to the School Committee, <br /> Town Counsel will discuss the payment to Cape Cod Collaborative <br /> with the Town Accountant, Town Counsel to the school Committee and the <br /> Cape Cod Collaborative attox•ney. <br /> In other recommendations, Mr. Harrington has advised for a <br /> morotorium on spending of all departments and to carefully consider <br /> any spending in FY 9l. <br /> 50 p.m. This concludes the joint discussion. Selectman Carter has <br /> thanked Dr. DeMoura and the School Committee for attending on behalf <br /> f the Board of Selectmen. <br /> APPOINTMENTS AND HEARINGS <br /> Sa tuit Pond Estates Association: <br /> Mr. Pecci and Mr. Barrett were present to discuss the road take <br /> over of Sa t it Pond Estates with the Board. <br />
