With 1.0% growth increase, our budget is decreasing. `own Counsel advises if it was stated in- the line item budget that you were looking for prepayment, the people would know. They are the appropriating boder and it is their belief they are appropriating for that fiscal year. The School Departement is the only authority to control the appropriation in thein lime items. budget. The invoice from the Cape Cod Collaborative clearly indicates it is a. bill for FY 92. Selectman Jacobson mentioned the School Committee knew enough of the surplus to request a bill to prepay Cape Cod Collaborative. In a memo dated January of 1991 it was asked by the School Committee if it was legal to prepay. This was discussed at a meeting of the Cnre Cod Collaborative explained Dr. DeMoura, Their attorney said yes to prepayment as well as our attorney stating we could concur. The motion was made by Selectman Gottlieb to support the recommend- ations ecom end- a.tio s of Kevin Harrington. The motion was seconded by Selectman Lawrence. The vote of the Board is unanimous. The vote is 5-0 in support of the recommended $5,050, 000. If the Board recommended a reduction of $1-150, 000 in the School Department' s budget would that effect collecitve bargaining asks Selectman Carter. It was reported by Jim Conery there is ongoing collective bargaining with the custodians. Selectman Carter asked Mr. Harrington if he is comfortable with the recommendations and the reply is yes. The motion was made by Selectman Carter to recommend the Board support a. further reduction of $150, 000 from the School Department' s s budget. The motion was seconded by Selectman Jacobson. The vote is favorable with the Board. The vote is 3-2 with Selectman Gottlieb and Selectman Lawrence in opposition. Mr. Conery asked of the items to be reduced. Mr, Harrington will supply the reductions at a later date to the School Committee, Town Counsel will discuss the payment to Cape Cod Collaborative with the Town Accountant, Town Counsel to the school Committee and the Cape Cod Collaborative attox•ney. In other recommendations, Mr. Harrington has advised for a morotorium on spending of all departments and to carefully consider any spending in FY 9l. 50 p.m. This concludes the joint discussion. Selectman Carter has thanked Dr. DeMoura and the School Committee for attending on behalf f the Board of Selectmen. APPOINTMENTS AND HEARINGS Sa tuit Pond Estates Association: Mr. Pecci and Mr. Barrett were present to discuss the road take over of Sa t it Pond Estates with the Board.
