y + <br /> BOARD OF SELECTMEN Page 7 <br /> - <br /> MINUTES <br /> TUESDAY, APRIL 30p 1991 <br /> Satuit Pond Estates Association: <br /> On January 1. 1991 the road was taken over by the Town. <br /> reconstruction report was done y Ir. Virgilio which is required for <br /> roads to core to- standard of code. <br /> The cost per lot was not to exceed $5, 000, The residents Failed <br /> to realize the interest costs. The $250 per year cost is now approximately <br /> $650 per year. <br /> Mr. Pucci and Mr. Barrett ask the Board as to how to proceed <br /> on this concern. Should the Town takeover or the residents? <br /> There is a. petition by the residents since the cost is felt to <br /> be too extreme. <br /> It was reported by Mr. Harrington in October of 199o, Tov�m Meeting <br /> voted to accept seven roads in the Sa tuit Fond area. Based on a. <br /> construction report done by Mr. Virgilio, the approximate cost is <br /> $600, 000 to be shared by the owners of the seven roads. <br /> The maximum betterment assessment cannot exceed the $5, 000 per lot. <br /> Town Counsel advises the taxpayer determines how it is to be paid. <br /> If it is 9pead over a number of-. years, there is interest to be added <br /> on. The betterment assessment may be less, <br /> Mr. Harrington reports the betterment assessment charge is the <br /> a imumi . The roads belong to the Town and no work has been started <br /> to date. <br /> Selectman Hanson has recommended the Board place this on hold to <br /> review the figures, The Town would be able to do the work cheaper <br /> than the residents, <br /> It was advised by Town Counsel the Town authorized the work to <br /> e done. This is a ballpark Figure and the betterment assessment <br /> should be definitive since there is a time frame to be reported to the <br /> Registry of Deeds, <br /> Selectman Carter has suggested the Association discuss this with <br /> interim DPW Director Errol dicks with the advice of Town Counsel. <br /> Selectman Jacobson asked if the betterment assessment was assessed <br /> for the lot owners and/or the water-.l Frontage owners? The water.''frontae <br /> owners we're not assessed at the time of the eminent domain taking. <br /> Since they travel the roads to get to their propertys they could be <br /> assessed based on the theory it has benefited their use of the property, <br /> Selectman Jacobson rade mote the Board is thankful to have a. <br /> Planning Board with concerns for our roads to bring them to standards, <br /> 8: 11 P.M. Cape_ Coad .Commission Status Re ort* <br /> Mr. Halachis was present for the discussion of the Commission with <br /> the Board along with permanent staf f member Greg DeMoine. <br /> Selectman Carter is uncomfortable with the way the Commission <br /> has been going and the direction it has been taking* The Board of <br /> Selectmen have no sag to voice an opinion. It has been major dis- <br /> appointment <br /> i - <br /> appointment to the Town of l ashpee hurting some potential projects. <br /> This is Selectman garter' s opinion. <br />
