The Director of Leisure Services should have a reporting <br /> responsibility to the Executive Secretary and Board of Selectmen states <br /> Mr. Harrington. The reporting is inconsi scant and needs to be clarified. <br /> With regards to his letter of June 1 , 1991, Mr. Harrington <br /> supports the need for one advisory board to assist our Leisure Services <br /> Director. There is no organizational advantage of having the Leisure <br /> Service Director overseen by the Executive Council. <br /> It was our or*tina.l intention states Selectman Jacobson to have <br /> the Director of Leisure Services report to the Executive Secretary and <br /> maintain an advisory council to suggest a,ct vit es and programs.as <br /> well as financial concerns. <br /> . The Board is in agreement the Executive Council needs to exist <br /> with financial concerns and there should only be one boss 'or' the irectoar <br /> of Leisure Services to report to, The reporting structure for the <br /> Director should be to the Executive Secretary and to the Board o <br /> Selectmen. <br /> The largest issue of concern was the Executive Council responsible <br /> for programming and the Director responsible to set the programs states <br /> . DeMoura. It was felt the two should be connected somehow. <br /> Town Counsel is in agreement there is a problem with authority. -1. <br /> The School Committee is the sole governing body. With combining the <br /> Park and Recreation Department with the Community School, the School <br /> Department oversees the money in' *thb,4.,=rdv611vtng account. This results <br /> in one department head with two bosses. <br /> From a. management po l.nt of vi ew o Mr. Driscoll agrees with the <br /> need to report to one person to make the consolidation work. Some <br /> recent stumbling bl&cks include the use of a building or program tiring <br /> which are currently authorized by the School Committee, <br /> Selectman Jacobson pointed out that there are equally as many <br /> occasions that discussions have to take place with the Executive <br /> Secretary and Board of Selectmen. This is not entirely School Committee <br /> orientation. <br /> Ms. Buschen el.dt made note the copy of Mr. arringt n' s Tune 1 , x.991 <br /> memo was not recieved by the Executive Council, The Board did indicate <br /> the Council would rec .eve a copy stated Selectman Gottlieb. He gave <br /> her his copy of the memo. <br /> Selectman Gottlieb suggests to give the parties a chance to address <br /> the situation and create a solutions <br /> The motion was made by Selectman Gottlieb to direct the Executive . <br /> S cr to y in cooperation with the School Committee and Executive Council <br /> to derive a solution to resolve the problems. If nothing wore, we <br /> mil persue the matter further, <br /> The motion was seconded by Selectman Caffyn. The vote of the <br /> Board is unanimous lo The vote is 5-0. It is the consensus of the Board <br /> for Town Counsel to sit in the session for an hour to aid in the <br /> solation settlement. <br />
