Harrington Guests: Bill,Jones; Betty Jones, Anne Shaw, Jane Stockbridge, John Ferriday, Paul Ott The Meeting was Called t Order by Chairman acobso at 7# 07 Pomw { Water District Are event It was noted by Kevin Harrington the minor language change in the Water District Agreement will be available for approval at the next scheduled Board Meeting on Monday July 15, 1991. Administrative Plan: It was the suggestion of the Chairman to proceed with the role and goal of the Board of Selectmen as to their individual perceptions pertaining to l ashpee Town Government, She notes these views will b from the Board as individuals with their points of view. It is the hope a. common ground will be derived from the individual perceptions of the Board. In the process, more views from departments, committees, boards and citizens will be asked for their point of view and input to the proposed Administrative Plan. In the following process step, Chairman Jacobson would like clear explanation from Kevin Harrington as to exactly what he i proposing and how he envisions Town Government to work under this process. She also notes there is no need to rush through this to develop a thourouh, understanding of the proposal. The bottom line states Selectman Jacobson, is how this proposal will effect the Ton and where the goals will take us. She also questions the additional cost to the taxpayer. It was suggested by Chairman Jacobson to cancel the meeting of July 17, 1991 since lir. Darrington and Selectman Lawrence will not be able to attend the meeting, Mr. Harrington' s detailed explanation could be explained to the Board on the Meeting of July 2 , 1991. Ir. Harrin ton' s proposal is a vehicle to begin our discussion which is long overdue states- Selectman Lawrence. This is a good chance to relook at our government. We haven' t had this type of discussion in a r lb mum, of ten years. Selectman Jacobson agrees there are some areas to work on to improve. It may not be necessary to have a -total change as proposed. She would like to know how it will improve efficiency and ghat it will cost to the taxpayer t is impartant to know what the proposal consists of. It' s like apples and oranges suggests Selectman Caffyn. We have our goals, we are five in i ori deals working n some @"ommon goals and we have a.ffunt ;onoor system of our services completed within the Town. If it is not done efficiently, we should change them. She has n problem with changes. She suggests to go ahead with our view of our vole and goal and work with Ir. Harrington in an organizational structure.
