BO ARD 0 F SLETMN� Page 2 <br /> MINUTES <br /> WEDNESDAY JULY to, 1991 <br /> Roles and Goals as erci.eved ,each Board Member <br /> Selectman Hanson made note of the Massachusetts Selectmen' s <br /> 'down Government Manual on .page one and two that gives an explanation <br /> of the role of the Selectmen. In viewing the pages, he feels one <br /> fullfills the role to the expectation of the manual. Selectman Hanson <br /> is not totally convinced changes are necessary or unnecessary, He <br /> is interested in hearing the Board' s proposals and ideas. <br /> To set governing policies is the single most signifl.cant issue <br /> stages Selectman Gottlieb. An atmosphere should be set that allows <br /> professional work to be done by voted and elected boards that serve <br /> the needs of the Town, There should be an avenue for people to get <br /> their concerns raised that are not fully answered. Policies and <br /> structures should be set to allow for the service needs of the community, <br /> This includes police, Fire, Ambulance, Road Maintenance and Recreation- <br /> al opportunitieswhich are a. function of providing a. protection of <br /> public health. � <br /> In S&lectr an Lawrence' s perception, the Board of Selectmen in <br /> Mashpee is totally paralyzed. This is spoken in general terms and <br /> not on an individual basis. With politics, there is no possible way <br /> to assume a leadership role. Since a great part of our government <br /> is elected and not in control of the Board of Selectmen hoer can we <br /> assure the role? There are percieved notions of cert w,n departments <br /> as we are in the process of being elected. <br /> Selectman Lawrence feels there is approblem with the system i <br /> which we elect the Board. The system wild. always paralyze us from <br /> raking policy. We have never* been a poicy setting Board. We can <br /> come up with a compromise or a dodge act. He blames this on the <br /> fact of how we are elected of which we have no control. over.- <br /> Selectman <br /> ver.Select aan Cafflyn views three different areas, one of which is how <br /> we interact to improve M shpee, personal goals and thirdly 'Structural <br /> to rake the whole Town work, Her work on improving the image of I ashpee <br /> includes developing clear goals in which to achieve, working together <br /> as a Board in unison, behavior and manner to set standard for the Town, <br /> establishing an open policy approach to government of where the residents <br /> are secure the Board is acting without reproach or suggestion of <br /> conflict of interest t to develop a written Board policy regarding compl- <br /> aints a.g 1nst town officials.s r employees so all are treated fairly and <br /> setting policy and strategic direction coordinating the activities of <br /> other boards hearing appeals and resolving problems working through <br /> the Executive Secretary, <br /> Selectman Jacobson Feels the Board should be responsible to the <br /> concerns of the citizens and provide leadership. She agrees with Select- <br /> man Hanson of the explanation in the Selectmen Manual of the role of <br /> the Board, It is the responsibility of the Board to set policy and <br /> resolve problems to be done by the consensus of the Board and Committees <br /> involved working them out in a fair ma nle r. She is in favor to seek <br /> creature funding sources for the Town and obtain increased efficiency <br /> in the operation of the Town, <br />
