He es ' <br /> Feel we are doing anything differently than other town' t. _ We are <br /> all faced with the sane hued s of setting policy and dealing with <br /> problem' s as they arise. <br /> You can' t expect too much from a. part-time Selectman states <br /> Mr. Manson, He has suggested to discuss policy once a month on <br /> specific night and time and not on the agenda discussions, This <br /> should be a, separate time to discuss major goals and policies of the <br /> Board. This could possibly entail one or two nights per month. <br /> The Board is in a. g ee ent with the suggestion made by Selectman <br /> Hanson. Selectman Jacobson has suggested every other Monday night <br /> for discussion of policy. The regular agenda would Follow on the <br /> other Mondays. <br /> Selectman Gottlieb questions how well the Board carries out <br /> its Functions? Some is structural with no control over elected <br /> bodies. There is no time set aside as to why an issue 'is a problem, <br /> All we do is address in an immediate sense of why. There is mo <br /> penalty for not going along with the wishes of the Board of Selectmen. <br /> It is always not clear to the departments of who their liason '.s. <br /> Quarterly reports were eme submitted to the l.iason From the <br /> department head stated Selectman Hanson. Before coming to the <br /> en:.'. + re fart the department head should go to the reason for the <br /> first discussion. <br /> Selectman Caffyn suggests to develop some peri iters such as <br /> a, handbook. She has had no instructions of how -to handle the l ia.son with <br /> departments, There is also no up to elate list of personnel, committee' s <br /> and commissions For contact purposes that is currently available. <br /> Selectman Hanson suggests the Board derive at some united philoso- <br /> phies. Selectman Caffyn suggested to determine the positive aspects <br /> of the Board. . + <br /> Selectman Gaff n noted the idea. of Selectman Hanson to have <br /> Board of Selectmen meetings and workshop meetings give the board a <br /> better chance to talk more informally. <br /> It is the consensus of the Board to set aside biweekly Mondays <br /> for workshop discussions and biweekly Mondays for agenda concerns. <br /> Chairman Jacobson suggested Mr. Harrington detail the agenda For <br /> discussion so the Board may have an idea and be prepared for the evenings <br /> di s-cessions She suggests to communicate with department heads of the <br /> .biweekly agenda. Selectman Caffyn agrees. Department heads showed <br /> attend the workshops if there are problems and should be contacted <br /> more on a regular basis for open communication. <br /> Selectman Jacobson suggests for all boards and committees to <br /> be discussing the same of their percievedrrol.es and goals to steer <br /> i.n the right direction. <br /> Selectman Caffyn asked the Board to define a major policy It <br /> was replied by Selectman Hanson the stablility of finances is a major <br /> policy. How to make Mashpee more solid With finances? What kind of <br /> change to seek other avenues and address them without asking the taxpayer? <br />
