•
BOARD OF SELECTMEN Page 2
MINUTES
MONDAY, JULY 29, 1991
Donna' s Lane
With ovnershit we assume responsibility states Selectman
Manson. He is concerned with blocking the traffic and parking to
the Flea Market, Mrs Ta.lanian should be aware of this, He asks
what is the rush?
The Order of Taking has to be recorded within 12 days of Town
Meet'ying vote states Counsel. Town Meeting took place on May 6, 1991.
In order to be vol--id the taking should take place by August 69 199rio
An article could be placed for another Order of Taking in the October
Town Meeting.
'roper signage w uld pose no liability to the Town if the area
is appropriately signed informs fi r. Rear . Such signs include
roads under construction and roads not fit for vehicles.
Selectman Caffyn Feels the Town should not be li ble.
The motion was made by Selectman Hanson to indefinitely postpone
the signing of the agreement of Donna' s Lane Order of Taking, The
motion was seconded by Selectman Lawrence. The vote is favorable
-1 with Selectman Caffyn opposed,
OLDBUSINESS:
Board of Assessors
Something occured at the meeting last week with the Board o
Assessors disturbed me a bit stated Selectman Lawrence with the fact
of them going through the abatement pro c e s s. At the time that we
asked thea I think last week or the week before could they give us
an idea of the abatement liability and what it might be and they said
no"
I ars very concerned with some of the new members of the Board
rd
of Assessors handing out abatements. states Selectman Lawrence. To
increase our liability for our bottom line, we don' t have alot of
money set aside for abatements.* Kevin, we had 460. a
In the year that we are run in the deficit states Mr. Harrington
iV% FY 90 there was $640 or 650, 000 o0o vailable for abatements. They
have go through roughly 800 plus or minus thousand dollars. Right
now we have about a $200, 000 deficit. They are continuing reviewing
abatements. What the Board requested last week was to give us some
idea was the question.
They_ couldn' t give us some idea states Selectman Lawrence and
Frankly this really concerns me tremendously. We don' t have any control
over that, nobody has any control over the abatements that are given
out other than the board. I am a. little concerned about it because
,fm not' sure if we are giving out abatements because they are warranted
or are we giving them out because they are trying to make a point?
I don' t know if you understand what I am sabring, with two new
members of the board, I' d hate to see us get caught into a position
where we are trying to make a political point about how badly the
assessments were done and when somebody tells me they can' t give you
any idea and are meeting at 8 :30 every morning, I have a feeling we
might have a 'i r .ic::1, l abilityl t :t ,e Sed:-ectmari Lawrence* Am I
clear at what I am. 0 ,
I understand what you are sabring states Selectman Gottlieb,
