w
. BOARD OF SELECTMEN Page 5
SITS
MONDAY , JULY 290 1991
Board of Assessors
I don' t care whether it' s the old assessors or the new assessors
states Selectman Lawrence. The point is whoever brought it to us,
we didn' t get an answer and Frankly it worried ane tremendously over
the weekend. of what the liability might be. I don' t think that is
a question raised that is out of bounds at ll.
Selectman Jacobson asks Mr. Harrington to ask the Board o
Assessors to come in with some information of the track record as
stated earlier such as i e. 20% of the abatements given, 10% or 42%.
Let' s try to mail it domn a, little bit tighter.
Has Mr. Reardon also gore through the contract asks Selectman
Ca yn Ir-Te had asked him to do so as far as define going back t
Patriot. No I have not reply' s Mr. Reardon,
Has the contract been sent, to my office? I as not aware that
it has states Mr. Reardon, I don' t know, we were asked to states
Ms. C a fyn. Mr. Harrington will Find out.
There were a. very substantial number of Appellate lax Board
cases entered in FY 90 states Mr. Reardon. He believes there is
a vast majority that have been disposed of and have been resolved
through settlement. He feels there are very few that are currently
pending that will have to be tried.
Mr. Bailey has done an enormous amount of work in reviewling
those tonings and involving enormous hours and has made specific
recommendations and in" Fact has been talking to the taxpayers involved
and a great number of the cases have been resolved.. As of this time
Mir. Reardon is not sure of the total number of appellate tax board
oases, but he will be able to tell us.
Because of the number of appellate tax board cases, that were
brought, I spoke to Mr. Bailey approximately six xxaonths ago. Wir.
Bailey has accomplished an enormous saving of money because he
agreed that he would take care of the majority of appellate tax cases
that did not involve any particular complex or issues that were simply
tax payers appealing a denial. of the assessors to grant an abatement
alleging over evaluation. These are not complex a*ases. Some of them
involve questions of law that require preparation of legal memorandum
and research of the law in order to sustain the Town' s position, He
has done a majority of this himself and has saved the Town a great
deal of money,,
As an Attorney, Mr. Reardon states working with him, I commend
hien highly to the Board of Selectmen, I have already done this to
his own board. 1 really mean that since he Inas spent an enormous
amount ottime 'and effort over and above the call of duty to try t
settle alot of these cases. He is in a very Frustrated position and
sometimes s Yee shares his thoughts with me and doesn' t say pul li ally
which of course he is suffering the (whoops)of the outraged taxpayer
where he is on the other end of vihat he is doing. He' s done a great
job.
Selectman Jacobson agrees with Mr. Rea.r lon' s comment on Mr. Bailey.
7:42 p.m. Wrorksho : Fiscal Policy Re art:
Mr-Harrington summarized the good and 'bad p6ints. of Town Govern.
ment ias discussed by the Board* Mr. Lawrence had Pointed out that until
