BOARD OF SELECTMEN Page 3 <br /> MINUTES <br /> MONDAY, AUGUST 5, 1991 <br /> • 7:54 p.m. School Audit: <br /> Michael Cicoria was present to discuss the results of the <br /> FY 91 School Department Analysis. He points out this is an analysis <br /> and not an audit. All figures were obtained from the School Depart- <br /> ment and Town Accountant' s figures. <br /> Mr. Cicoria noted there is one minor change on page 14 on the <br /> final report. The corrected figure of current enrollment FY 90-91 <br /> is 1, 04.2 and the projected figure FY 91-92 grades h-8 is 1, 122. <br /> Some objectives of the analysis include the comparison of the <br /> FY 90 budget figures to the actual expenditures, the spending patterns <br /> for the last quarter of 88, 89,9,and 91, a comparison of the encumbrance <br /> levels for the same years, and the determination of the point in time <br /> the amount of surplus that should of been identified. <br /> The results of the review include the spending trends. In FY 91, <br /> the school expended over 50% of the school expenditures in the last <br /> quarter with comparison to 30-40% over the previous three years. <br /> This is about the expense portion. The budget is basically broken <br /> down into two catagories informs Mr. Cicoria, salaries and expenditures. <br /> In terms of encumbrances, as of 6/30/91 the school has more <br /> than doubled the average over a three year period. In comparison <br /> to the actual encumbrances and expenditures, the school expendited <br /> over 57% of their budget in the last quarter. This is 35-46% over <br /> the previous three years. <br /> Based on the existing data available, as of 10/90 a $350, 000 <br /> surplus could of been projected in the salaries portion of the budget. <br /> The purpose of the analysis states Selectman Gottlieb was to <br /> have an impartial third party determine the:enumbers. It is up to us <br /> to make this valuable piece of information work to derive at a method <br /> of how to approach the application of the 92 budget and development <br /> of the 93 budget. <br /> This report is most significant for the School Committee to use <br /> states Selectman Caffyn. The information is very valuable and the <br /> statistics of the Finance Committee are accurate. There was a delay <br /> in spending. ince are not responsible to tell the School Committee how <br /> to spend their money. She suggests the School Committee return after <br /> they have reviewed the analysis for discussion with the Board. <br /> Selectman Gottlieb agrees. The primary people to review the <br /> analysis are the School Committee. It is also a value for the Select- <br /> men as well as the Finance Committee to review this fiscal year and <br /> next. We should all be actively involved in the review. <br /> Dr. DeIvIoura has seen the draft is is willing to respond to some <br /> of the issues of concern. He doesn' t believe it supports the findings <br /> of the Finance Committee. To reiteritate why the money was there he <br /> states was because we were asked to include it within our budget. This <br /> is the money for the teacher' s contract. <br /> • The teacher' s contract was not signed until 10/15. The teacher' s <br /> also have until 4/15 to indicate whether or not they are going to use <br /> the sick leave buy back. <br />
