BOARD OF SELECTMEN Page 4 <br /> MINUTES <br /> MONDAY, AUGUST 5, 1991 <br /> • School Analysis: <br /> In viewing year in and year end states Dr. DeMoura, there are <br /> alot of thirgMat happen to a budget during that time. With the <br /> states economy, it is not known if grants will be recieved. There <br /> has also been a turnover of help. The $181, 000 encumbrance figure <br /> is accurate and a result of not enough help and not paying the bills <br /> in a timely fashion. <br /> ?,'ith concerns of the paper issue, Dr. DeMoura suggested to <br /> consider how the schools operate. Everyone uses paper. His office, <br /> teachers and students. The cost is approximately $1. 25 per child. <br /> It takes alot of paper to operate during the school year. <br /> With concerns of the Davis School, there has been alot of <br /> maintenance in repairs and the removal of abspestos. We were cited <br /> by the insurance company. <br /> What we have to keep in mind states . Dr. DeMoura is to account <br /> for the additional students we are serving. We predict a 9% growth <br /> increase this year. Last year, enrollment grew by 76%. The previous <br /> year 12%. <br /> Selectman Gottlieb made note the Board appreciates Dr. Delloura' s <br /> opportunity to respond. He suggests the School Committee review the <br /> analysis and make value judgements. The potential value is to put <br /> aside some of the things that were said and look at where we are and <br /> review the way we operate. There is room for improvement. We should <br /> all then discuss the contents. <br /> Jim Vaccaro made note this provides us with an objective vehicle. <br /> It will be helpful with the School Committee in doing their budget. <br /> He will not rebut what Dr. DeMoura has said, but the Finance Committee <br /> never said the surplus was 1 million. We said we are unable to <br /> identify the surplus. It could be in excess of $900, 000. A surplus <br /> of $400, 000 has been identified. How will the remaining $500, 000 be <br /> spent and how large is the actual surplus is what we asked. <br /> Mr. Cicoria' s report goes along way towards answering that <br /> question states Mr. Vaccaro. The media referred to it as the $500, 000 <br /> question. The deferred payment for teachers summer pay was estimated <br /> at $200, 000 and the report indicates it to be $410, 000 which confirms <br /> what we were saying. There has been a tremendous amount of spending <br /> for FY 91 to be used for FY 92 which is perfectly legal. We just <br /> thought it was inappropriate based on the situation the Town was in. <br /> Mr. Vaccaro feels the report can be helpful to all. He would <br /> like the Finance Committee to review the analysis. With the budget <br /> process, we shouldn' t be put through the torment as last year. <br /> Selectman Jacobson agrees. We all need to work together. Copies <br /> will be submitted to the School Committee and Finance Committee. <br /> Selectman Caffyn suggests Mr. Cicor.ia be available for the dis- <br /> cussion with the School Committee, Selectman Gottlieb recommends the <br /> School Committee seek that option if desirable. <br /> Selectman Caffyn also suggests to make the full report available <br /> in the library or town hall for the public to review. Mr. Harrington <br /> agrees. It is a very good synopsis and a useful tool. <br /> Selectman Gottlieb thanks Mr. Cicoria for his work on the analysis. <br />
