BOARD OF SELECTMEN Page 5
MINUTES
MONDAY, AUGUST 5, 1991
• 8 : 25 p.m. Charles F. Jacobs re: Cape Cod Commission Representative:
Selectman Jacobson has stepped down for this hearing.
Selectman Gottlieb made note this is the first of several
interviews with people expressing an interest in serving on the
Cape Cod Commission.
Mr. Charles F. Jacobs, a New Seabury resident was present to
discuss his reasons to service the Commission. He is ready to retire
from the architectural business and has time to devote to the Commission.
He is aatrained professional with a degree in architecture. He
is familiar with the process of the Commission and feels he holds
some of the professional qualifications for the position.
Mr. Jacobs is currently a design consultant to New Seabury
Corporation and is willing to step down with issues concerning New
Seabury or review the issues with the Town Planner, Executive Secretary
and agree on the issues before returning to the Commission.
Mr. Jacobs is a previous applicant for Mashpee' s representative.
He is interested in Mashpee and the preservation of Cape Cod.
Selectman Caffyn asks if Mr. Jacobs has the time to devote to
Commission such as 20 hours per week and what he feels of the Commission
itself in exsistance?
• The Commission is important replys Mr. Jacobs. We have to take
a stand on what is going to happen on Cape Cod to help our particular
situation. In reference to time, he sees no problem.
Selectman Lawrence is concerned to make it work, you have to have
an open mind. A number of people have made up their mind of certain
projects.
If people are willing to come to Carpe Cod and invest money, they
should be given a fair chance states Mr. Jacobs. He will not make
judgement until he' s seen the facts. They should be given the opportun-
ity to present their case. Mr. Jacobs through experience has never
done a project to hurt a community. He will look out for what is
best for the community and the Cape.
Selectman Gottlieb thanks Mr. Jacobs for the interview. He
notes the Board is reviewing applications for appointment and should
contact Mr. Jacobs in September of his position.
8 :38 P.M. Mashpee Association for Base Clean-up:
James Kinney was the spokesperson for the Association for
Base Clean-up. The Association has been working with the Base for
safe and immediate clean-up of the pollution sources from Otis and
the Massachusetts Military Association in general.
The Association is concerned the Selectmen have not taken a role
of leadership with the EPA, National Guard Base and State Environmental
• Protection Agency for a safe job of clean-up.
There are 40 plus sites with 9 plumes of pollution informs Mr.
Kinney. The Air pollution is also a concon with the cancer rate 23%
higher than the state average in the five Upper Cape towns and 76%
higher than the state average for Mashpee. Something is seriously
wrong with the environment around us.
