BOARD OF SELECTMEN Page 6
MINUTES
MONDAY, AUGUST 5, 1991
Base Clean-up:
Mr. Kinney urges the Selectmen to obtain the new map of the
National Guard Base from the Public Affairs Office that has some
alarming information. Part of the clean-up plan announced is to
incinerate contaminated soil from three sites on the Base.
The public comment period closes on August 13, 1991 informed
Mr. Kinney.
The toxic waste incinerator would be placed within one mile
from the Mashpee border states Mr. Kinney. The process is claimed
to take 74 weeks to cook the contaminated soil. In actuality, it
could be a 20 year plus process with the 40 plus sites of contamina-
tion.
There is another plan to be announced by the Base to clean-up
Ashumet and John' s Pond of the cancer causing solvents by letting
them become diluted. We think they ought to be stopping the plumes
from entering the ponds, testing the pond water and sediments to
make sure the ponds are not further contaminated.
The Association urges the Selectmen to make public statements
and become active in this concern.
Selectman Caffyn asks of the formal "report from Boston University?
Mr. Greelish informed her the report should be available after Labor
Day. Ms. Caffyn suggests to invite the National Guard to attend
a Board Meeting to ensure we are knowledgeable. She suggests the
meeting of the 12th.
Selectman Caffyn asks if Elias McQuaid is on TEAC? It was noted
he is not officially accepted in TEAC . The BOS officially voted to
place him on TEAC . She suggests to follow up to get him on TEAC as
well as obtain more information. She will offer assistance and work
with the Board of Health and National Guard.
Since the deadline is August 13th there is a consenus of little
to do on the 12th. Selectman Gottlieb has suggested to send a letter
to EPA and National Guard Bureau requesting an extension on the comment
period and the Board take a position to formally oppose the plan on
the report. It is worthwhile to bring matters to our attention. The
suggestion from Selectman Gottlieb was made into a motion by Selectman
Lawrence. The motion was seconded by Selectman Caffyn, the vote is
unanimous with the Board. The vote is 4-0.
The motion was made by Selectman Lawrence to appoint Selectman
Caffyn as the lead person representing the Town in dealing with the
Association for Base Clean-up. The motion was seconded by Selectman
Gottlieb. The vote is unanimous. The vote is 4-0.
Mr. Harrington was directed by Selectman Gottlieb to send a
letter to Mr. Santos in follow-up as to the status of Elias McQuaid
and his position on TEAC to see if it is the same as Mr. Fiorentini
• in representation. The motion was made by Selectman Lawrence in the
above direction. The motion was seconded by Selectman Jacobson. The
vote is unanimous. The vote is 4-0.
