The <br /> approximate $220, 000 will have to be covered and resolved at the <br /> October Town Meeting.before we set the FY 93 tax rate. <br /> Selectman Gottlieb has suggested Mr. Harrington write upbthe <br /> review and attatch it to Ms. Rommelmeyer' s memo of three options. <br /> Mr. Bailey feels this is a bookeeping problem rather than a <br /> physical problem. Mr. Greig adds three weeks ago in the midst of <br /> ATB cases, there was no way to determine the amount of deficit. <br /> Selectman Laurence noted he would like to be informed of the <br /> Board of Assessor' s concerns rather than be informed by a formal <br /> letter from Town Counsel. He notes he is disturbed by the letter <br /> he recieved. <br /> 9 :16 p.m. National Guard Bureau: <br /> With numerous people inquiring on the negotiations, Selectman <br /> Gottlieb made note he felt it appropriate to place this item on the <br /> agenda for public discussion. <br /> In Selectman Gottlieb' s opinion there are minor wording changes <br /> in the agreement that can be easily resolved. On the financial end <br /> he has recommended to accept the contract so the money will be readily <br /> available. Minor wording changes include changes in the Town' s role <br /> • and the District' s responsibility. <br /> Selectman Caffyn asks what the delay was in bringing it before <br /> the Board' s attention when the draft was dated 4/15 and the Board is <br /> just recieving it? <br /> Selectman Gottlieb informed Nis. Caffyn that every time the <br /> format of the agreement changed, the numbers changed. It was difficult <br /> to compare draft against draft. <br /> Selectman Caffyn asked why this item is under public discussion <br /> when it was passed discussed in Executive Session since it is an <br /> agreement concerning money? <br /> This effects the substance of the negotiations informs Selectman <br /> Gottlieb. It is in the best interest of the people and we are talking <br /> to radify in a broad sense. If it effects the substance of the neg- <br /> otiations, he would advise to return to Executive Session for discussion. <br /> Selectman Caffyn suggests Mr. Reardon advise the Board whether <br /> this should be a public discussion or an item for Executive Session. <br /> The quorum decides if it is an open or closed session informs <br /> Counsel. One season under the general law of Executvie Session Chapter <br /> 39 is for discussion of negotiations of knowledge that may predijuce <br /> the Town' s position. <br /> Selectman Jacobson also noted last week it was not an agenda <br /> item and Selectman Caffyn had questions concerning the agreement. She <br /> • had asked for the discussion to be held in Executive Session since it <br /> did involve negotiations. <br /> Burt Kaplan explained thenegotiation of the document was of <br /> significant compromise where neither side to acquiesce to the demands <br /> of the other. <br />
