BOARD OF SELECTMEN Page 8 <br /> ' MINUTES <br /> TUESDAY, SEPTEMBER 3, 1991 <br /> • 9:19 p.m. Emergency Staffing: <br /> Mr. Sherman has requested a staff person for approximately 16 <br /> hours per week at a cost of $5. 86/hour. Mr. Harrington will see if <br /> FEMA will cover the additional expense. <br /> A1so requested by Mr. Sherman is additional presence on the water <br /> to install signs on docks. There are people doing illegal work with <br /> the storm situation he reports. <br /> Selectman Hanson asks if sixteen hours is enough or is it a <br /> bare bones request? This is an opportunity to do alot of good states <br /> Mr. DeRosier. If the hours are available, not only in the emergency <br /> situation, but a three month period would be the minimum in addition <br /> to the clerical help. It would encourage less future abuse of our <br /> wetlands. <br /> The motion was ma de by Selectman Gottlieb to persue the available <br /> money from FEMA to provide interim staffing both on the water and <br /> in the office for the Conservation Commission for a period of time <br /> to be determined. The authority if unavailable from FEMA would be <br /> funded through Legal and Engineering Consulting Fees to fund 2 time <br /> clerical and 2 time field person through September. The motion was <br /> seconded by Selectman Caffyn. The vote of the Board is unanimous. <br /> The vote is 4-0. <br /> NEW BUSINESS: <br /> Discussion of Fall ATM Warrant: <br /> Most of the articles are non-monetary informs Mr. Harrington. <br /> The scheduled date to execute the October Annual Town Meeting Warrants <br /> is Monday, September 9, 1991. <br /> Mr. Harrington reviewed the revenue appropriations with the Board. <br /> He has recommended to resolve the deficit account to have a balanced <br /> budget to set the tax rate. The $123, 765 from free cash would address <br /> the deficit. <br /> There should be minimal spending to end up with a balanced budget. <br /> Selectman Caffyn asks if the total amount has been added up in the <br /> warrants? Mr. Harrington has not to date, but it is greater than <br /> the available $13,000. <br /> Mr. Vaccaro states it is imperative to set a balanced .budget to <br /> present our tax rate. He also wants the Board to keep in mind the <br /> approximate $200, 000 deficit that has to be addressed by next October. <br /> An alternative is to cut $200, 000 from the operating budget. <br /> Mr. Vaccaro also notes there are a number of articles that are <br /> bylaw changes that cost money to be changed. The key factor is the <br /> $13, 000 in surplus. <br /> Selectman Gottlieb suggests to place in Friday' s packet the <br /> notation of the articlesnecessary in the warrant. <br /> Selectman Caffyn asks of the charities that total approximately <br /> $16, 000 and if the Town is committed? That is affirmative states <br /> Mr. Harrington. They were voted for at Town Meeting. <br /> 9:45 p.m. Library Automation Bid: <br /> At the May 1991 Annual Town Meeting, the appropriation of $15, 000 <br /> was approved for the Library' s CLAMS participation into the automated <br /> network reports Mr. Harrington. <br />
