BOARD OF SELECTMEN Page 3 <br /> MINUTES <br /> TUESDAY, SEPTEMBER 3, 1991 <br /> • Dr. Petti re: Petition Article: <br /> It was explained by Dr. Petti that the Mashpee Taxpayers Assocaition <br /> identified the need to study Town Government for possible improvements. <br /> The material presented to the Board is a result from the Mashpee Town <br /> Government Study Committee. <br /> The recommendation for a Town Manager is to establish a larger <br /> measure of coordination between the Town Departments, to centralize <br /> the authority and to establish accountability throughout the Town <br /> Government structure. To improve the quality of fiscal planning, to <br /> control and coordinate the construction and maintenance of municipal <br /> buildings and to spend money wisely and efficiently. <br /> After discussing the recomendations with Town Counsel and Mr. <br /> Harrington, Dr. Petti made note there are flaws in the petition that <br /> could be ammended at Town Meeting on the floor as reported by Counsel <br /> and the recommendation is to meet with the Board of Selectmen to ask <br /> their support for an article at Town Meeting. <br /> Under Chapter 39 informs Counsel, the petition must be put in the <br /> warrant the way it was recieved. The article is out of order. There <br /> are a number of other provisions in the existing bylaw that must be <br /> modified in order to accomodate this. Also the article seeks to do <br /> things the General Court doesn' t allow the Town to do so without approval <br /> from the General Court. <br /> • Mr. Reardon doesn' t think the article could be ammended on Town <br /> Meeting floor. If the Board of Selectmen vote to sponsor an article, <br /> he could rewrite the article in a format to not violate the existing <br /> Town bylaws and be appropriate for General Court. <br /> Selectman Jacobson does not feel there is enough time to educate <br /> the townspeople with the major changes. Since we have not completed <br /> our side of the study, Selectman Hanson asks what is the rush? <br /> It would facilitate matters if a Town Manager were in place with <br /> elected or non-elected officials states Dr. Petti. You may end up <br /> being right states Selectman Gottlieb. He is not comfortable to sponsor <br /> it at this time. <br /> If you are going to change the Executive states Selectman Lawrence, <br /> you have to change the way you elect your Board of Selectmen. This <br /> heads towards the way we want to do it, but it is not the right time. <br /> Selectman Jacobson agrees. We have not progressed that far with <br /> our workshop discussions. She agrees not to support sponsoring at this <br /> time. <br /> Selectman Caffyn asks if this will still go on the warrant since <br /> it is submitted by petition? Counsel advises it will. It has to appear <br /> in the warrant as presented. Town Meeting has no power to seek what <br /> this article intends to do. <br /> Dr. Petti asks for a liason from the Board of Selectmen to persue <br /> • this. Selectman Gottlieb suggests the Mashpee Town Government Study <br /> Committee attend the Workshop Meetings for discussion and input. <br /> If they would ammend the article, it would save the taxpayers <br /> money states George Costa. Mr. Benway also agrees. With an impaired <br /> article the petitioners could withdraw. <br /> I <br />
