` tOARD OF SELECTMEN Page
'MINUTES
MONDAY, SEPTEMBER 9s 1991
Recreation enter:
Dean said yes, we asked him to look at it and make some proposals
s to what to do with this building and I' ll let Dean address that i
anybody would like to hear- it states lir. Carter, He took some time, he
rade some proposals that we could do a,b, c with this building, it' s a.
good idea and we could put some of the Town offices in here that would
help the Leisure Services Department.
It would be self-sustaining and- would cost the taxpayers one dollar
states Mr. Carter, Mr. Driscoll loved the idea and suggested to go
forward,, We went back and met with the Executive Secretary and met with
Fie 1 a a s Point. Give us this building that will take five years for
you to pay the rrmon y, in the mean time if you sell it, Fc7q us' . days.
They agreed reports Mr. Carter. And there was the reminents of this
agreement,
The Town 'would get a building with nothing to - do with this property,
Five years fdr one dollar-with Field' s Point to renovate states Mr.
arter. The money would be taken out of the $225, 000 s-ettlement, we
would have whatever is left which is approximately $175, 000 to build
recreation center in an appropriate place in Town.
Nov, what aia we give up` e haven t given up anything because
this Board right now has voted not to persue the negotiations, Apparently
there is some feeling that Field' s Point is out to get the Town of MMashpee
states Mrs Carter. Well maybe that is true, but if anybody can shoot
holes in what I just said or feel that we ar.e getting taken, well that
is your right,
.What I see we a.r'e giving up is nothing states Mr. Carter,, we
win, we don't get the back taxes anyway. Joe Reardon says we can get
the back taxes, we are not going to get _the taxes in the future. Next,
the issue of whether or not, sometimes lawyers forget what they are
talking about. ,
The concern that- I had was states' lir. Carter 'i ' Field'-s Point takes
it we are giving up tax revenue. The point I was trying to make is not
.too long ago, this Board when I was on it didn' t do it and brought the
issue up of having tough times in this Town and everybody knows i t: The
issue was brought up well why don' t we try to- sell some of this abundant
Town owned land to raise revenue, We never got into that, but that was
an issue.
What we are really thinking about now by paying legal costs and
going to Fight this is what do you get whert you win? You get a piece
of property which may be a very nice piece of propertys Now the Town
has no use or no specified use for it. You are going to give up tax
revenue and it will cost you for litigation,
In the long run it will be another piece of property where we have
other pieces of pr perty that we will not do anything with it. The
biggest loss is no recreation center' for the kids states Mr. Carter.
The people here can tell you the benefits of a. rec center better
than I can. I just feel that it is a real injustice of the Board to
not persue it 'states Mr. Carter. If there, are legal questions about it,
fine, send it back to this Board again it wasn' t ever brought up while
I was Chairman);this letter.
[khat I am saying is if he has concerns, so be it, let' s go back
and bring those concerns back to the negotiations, let' s iron there out
4
