4 r
# {
BOARD off'- SELECTMEN Page 7
- MINUTES
MONDAY 9 SEPTEMBER 9 9 1991
4DRecreation enter
and let Town Meeting decide. This Town should have a. recreation
center states Mr. Carter. That what I ask this Board to do, To
reconsider and allow anybody the hoard wants to negotiate go back
to Field' s Point and bring this issue backs We will-never give this
up if you don' t persue it, Thank you.
I think what T will do Is go around to the Board of Selectmen
here and open it up to the public for c omm'ent states Selectman Jacob-
son 0
acob-
on•
I found it interesting states Selectman Caffyn that you speak
"errs` that you weren' t sure you had to have the consent of Town Meeting.
I have a letter here on February 27th. . When dial -I say .tha.t states
Mr. Carter?
You .indicated. that there were things that wont wrong and they
could come back here states Selectman Caffyn. And that you hadn' t
read the confidential letter. ;I never said that states Mr. Carter.
Let me repeat states Selectman Cafflyn. You said you didn't read
the coiifidential, memo.. I didn' t get -it. It was dated MaY 3rd. I got
out of office on May 8th states Mr. Carter. It was in the confidential
memo -from Mr. Reardon that what was happening in this meeting, this
'Executive Meeting where you decided to do what you were doing, it would
require the ZF. of Town Meeting.
You indicated I thought that you said now that we know this we
can come back and reconsider those things that Mr. Reardon has brought
to our attention states Selectman Cafflyn.
I would like 'to say on February 27th, 1990, Mr. Reardon wrote
you a letter; J.eremy Carter Selectman. It says I would also like to
point out it would be necessary to obtain the consent of Town Meeting
in order to tran 'er'. ownership of the Aaron Keeter lot as part of the
exchange. . So I Feel that you were aware of it states Selectman Ca fyn.
I would like. . .
Nancy, just because you enter into a proposal states Mr. Carter,
doesn't mean You don' t get Town Meeting approval. Where does it say
that we are going to avoid' Town Meeting approval? If anybody said
on this Board when I was on it, that w are going to do this deal and
not bring i t to the Town, I don't -think it was ever said.
Where does it say that you are. going to asks Selectman C aff n'
How did you establish the $550, 000 as the value? You said that you
had an appraisal. Ude had an appraisal that was paid for by Fi eld' s
Point states Mr. Carter.
From the planning Department dated February 23P 1990, Mr. 'Le y' s
appraisal prices, his value that he put on is $750-850, 000 with a
gross value of 2. 220 million dollars, I don't see any $5509000 states
Selectman C a #yn. There was nothing on file to substantiate that value
that you established.
Is this the appraisal that you suggest that was .done asks Selectman
Caffyn? That was the first appraisal, the second appraii§al care in
at $550, 000 reports Mr* Carter. It is not in our file in the Town Hall
states Selectman Ca.ffyn.
To the best of my recollection states Mr. Harrington, I believe
there was only one appra'sal done,
