BOARD OF SELECTMEN Page 2 <br /> • MINUTES <br /> TUESDAY, OCTOBER 29 , 1991 <br /> 7 : 26 p.m. Chamber of Commerce re: Christmas at the Rotary: <br /> Dr. Stephen Perry; Vice-President of the Mashpee Chamber of <br /> Commerce was present to discuss placing lights and signs at the <br /> rotary. <br /> The signs to be located at the rotary would include the <br /> greetings of Merry Christmas, Happy New Year and Seasons Greetings <br /> informs Dr. Perry. With the Board ' s permission, they will be printed <br /> by the Woodruff Art Gallery on 4x8 sheets of plywood . <br /> Dr. Perry notes the Chamber would like the people to know that <br /> the Chamber of Commerce is responsible for the lights and signage. <br /> Selectman Jacobson suggests the Chamber meet with the Building <br /> Inspector to make sure the signs meet the required code. She has <br /> recommended the Board approve the recommendation of the Chamber. <br /> The motion was made by Selectman Caffyn to allow the Chamber of <br /> Commerce to decorate the rotary and place the signs . The motion was <br /> seconded by Selectman Hanson. The vote of the Board is unanimous . <br /> The vote is 4-0 . <br /> 7 : 29 p.m. Proposed Route 130 Affordable Housing Project : <br /> Selectman Jacobson noted the Board of Health ' s memo on the <br /> proposed affordable housing project the Selectmen have received in <br /> . their packet. She informs Mr. Dubin it is the Board ' s policy to <br /> have the information to the Board in advance to review. In the past, <br /> we have refused to discuss items where information has not been <br /> received with prior review from the Board . <br /> Selectman Lawrence suggests to postpone the meeting with Mr . <br /> Dubin until the Board can review the material . <br /> Richard Dubin gave his apologies and explained to the Board <br /> that he did not know the rules he should be adhering to. Selectman <br /> Caffyn suggests the maker of the agenda explain the policy of the <br /> Board to the attendant. <br /> Mr. Harrington noted the letter of October 4, 1991 the Board <br /> received prior to the appointment explains what the intent is . Selectman <br /> Jacobson suggests Mr. Dubin give a brief introduction to the Board <br /> as to the proposal . This is agreeable with the Board. <br /> Mr. Dubin explains the 13-14 acre site is located off Route 130. <br /> The area is mixed zoning. The owner, David Young is interested in <br /> developing a low and moderate income housing project under the Local <br /> Initiative Program that commenced on June 1 , 1991 . <br /> Mr. Dubin notes the material the Board has received tonight <br /> describes the program that does not seek state assistance. The program <br /> does require written endorsement of the Board of Selectmen . for approval . <br /> The first requirement is the written endorsement of support of <br /> the Board of Selectmen states Mr. Dubin. The state approval follows . <br /> The Board of Appeals , Planning Board and other Town Board ' s are in- <br /> volved after state approval . <br /> • Selectman Caffyn suggests Tom Fudala review the proposal and <br /> advise the Board. Mr. Dubin has talked with Mr. Fudala. He wanted <br /> to defer this to the Board of Selectmen for their approval . Mr. Fudala <br /> had commented that he didn ' t think anyone else has come in under the <br /> Local Initiative Program at this time. <br />
