BOARD OF SELECTMEN Page 3 <br /> • MINUTES <br /> TUESDAY, OCTOBER 29, 1991 <br /> Proposed Route 130 Affordable Housing Project : <br /> Mr. Dubin informs the Board there are 25 proposed units . <br /> Six will be affordable units with a price range of $75 , 000 for <br /> the two bedroom unit. The 19 market units will range from $84,000 <br /> to $90, 000. <br /> There are state guidelines to govern the project states Mr. <br /> Dubin. The state will review all prospectives for the project such <br /> as local preference for both affordable and market units and reasonable <br /> profit . There is also a long lock in period. <br /> Mr. Harrington asks if EOCD will fund the project? EOCD will <br /> be responsible for technical assistance and not funding informs Mr . <br /> Dubin. The Local Initiative Program encourages developers to enter <br /> the program without financial aid . There is an existing land loan <br /> for the property. Assistance will be available to the buyer, but not <br /> the building of the project. The construction funding is secured . <br /> Following the advice of Counsel , Selectman Jacobson recommends the <br /> Board hold a public hearing on the proposal after all information has <br /> been submitted. <br /> Selectman Caffyn suggests Mr. Fudala review the proposal ram- <br /> ifications for the Board to review. Mr. Dubin will submit the infor- <br /> mation to Mr. Fudala at herrequest. <br /> Selectman Jacobson suggests this be placed on the agenda within <br /> • the next few weeks. She recommends 45 minutes be set aside for dis- <br /> cussion purposes . <br /> 7 :43 p.m. Mr. Dion re: Boat Operations : <br /> Lt. Dion was present to discuss the usage of Mashpee/Wakeby <br /> Pond on October 31 , 1991 for training and water safety operations . <br /> This will culminate the end of recondo school for a total of 30 <br /> students. <br /> There will be boat patrols , operations order and a night move <br /> through the pond to the state boat ramp informs Lt . Dion. A raid <br /> will follow to the base to culminate their leadership skills . <br /> For safety purposes, the Mashpee Police will be notified. Two <br /> staff personnel will be with the students throught their mission <br /> informs Lt . Dion. <br /> The motion was made by Selectman Caffyn to give approval for the <br /> usage of Mashpee/Wakeby Pond on October 31 , 1991 for the boat operations . <br /> The motion was seconded by Selectman Hanson. The vote of the Board <br /> is uanimous. The vote is 4-0 . <br /> 7 :47 p.m. OLD BUSINESS: <br /> Town Counsel Expense: <br /> As requested by the Board, Mr. Harrington submitted Town Counsel ' s <br /> • bills for the months of July, August and September for review. As <br /> stated, the bills for July were up 28% from last year. August bills <br /> increased by 18% and September costs were about equal to the same <br /> period in FY 91 reports Mr. Harrington. <br />
