BOARD OF SELECTMEN Page 4 <br /> MINUTES <br /> • MONDAY, DECEMBER 23 , 1991 <br /> 8 : 06 p.m. Public Hearing: Paul Botelho re: Fuel Storage Aboveground: <br /> The Public Hearing has been cancelled informs Selectman Jacobson <br /> since the administrative process has not been completed . This will <br /> be rescheduled on a later agenda . <br /> OLD BUSINESS: <br /> Designation of Applicants Agent for Federal Assistance: <br /> Selectman Jacobson informs the Board she will decline from the <br /> appointment of Applicants Agent. She has recommended to designate <br /> Kevin Harrington. <br /> ***The motion was made by Selectman Vaccaro to designate Kevin <br /> Harrington as Applicants Agent for Federal Assistance. The motion <br /> was seconded by Selectman Mills . The vote is favorable 3-1 . Selectman <br /> Caffyn is in opposition. <br /> Selectman Jacobson notes there will be further discussion on <br /> the Popponessett Spit . A lengthy letter has been received from Town <br /> Counsel the Board has just received . She informs the Board the FEMA <br /> designation has to be submitted by January 3, 1992 to receive the <br /> funding. <br /> Selectman Caffyn notes that Attorney Reardon indicates on page 9 <br /> of his letter there will be no problem with the designation although <br /> • he doesn ' t have all the information to date. <br /> Discussion Relative to Shellfish Constable Vacancy: <br /> It was noted by Paul Somerville on an interim basis the Shellfish <br /> Commission unanimously voted to appoint David Ryan as acting Shellfish <br /> Constable . <br /> Mr. Somerville notes his concern towards the finances within this <br /> department after his share of vacation pay and regards to the 95% cap <br /> on spending. To return the 5% back to the Town will preclude the <br /> department from hiring. He requests to be exempt from the 95% cap on <br /> spending. <br /> Selectman Jacobson is concerned with the absence of Mr. Somerville <br /> and enforcement to the shellfish areas. She notes she did not approve <br /> of the Board ' s vote to institute the 95% spending cap until imput has <br /> been received from the departments . <br /> Selectman Vaccaro asks what is the total shellfish budget? He <br /> was informed by Mr. Somerville it is approximately $28 ,000 not including <br /> shellfish propagation. Salary is $25 , 109 and expenses are $2700. <br /> Selectman Vaccaro suggests to add an additional volunteer to the <br /> department . It was noted there are four volunteer deputys in addition <br /> to the paid Shellfish Warden. <br /> Some volunteers have full and part-time jobs states Mr. Somerville. <br /> To coordinate volunteers takes time and none of the volunteers are as <br /> qualified as David Ryan. It was noted he was the former Shellfish <br /> • Constable in Town. <br /> Selectman Vaccaro is concerned with giving in to the spending cap. <br /> There may be problems . We all have to make adjustments and sacrifices . <br /> Selectman Jacobson has recommended the Board grant the exemption <br /> of the 95% cap in the Shellfish Department to protect the department . <br /> I <br />
