i t + 4 41 1 BOARD OF SELECTMEN Page 3 MINUTES MONDAY, DECEMBER 304■ 1991 7 : 15 p.m. Public Hearing: Richard s. Kuusela Renewal of shellfish Oram Richard Kuusela was present to ask the Board to renew his shellfish grant for an additional tern years . The original grant issued on 11/24/81 has expired . The shellfish Constable has recommended to renew this request . Mr. Kuusela informed the Board he has learned a great deal of techniques over the past ten years and will apply them to the aquaculture project if he is allowed to continue. Mr. Kuusela notes the Department of the Army has granted this request today. M . Harrington informs the Board all necessary paper- work has been filed, To reiterate Mr. Somerville, selectman Dills notes her concern to the late payment of grant fees and filing practices of Mr, Kuusela ' s grant reports . This is not a major problem, but it is hopeful Mr, Kuusela will make payment and give reports in at timely fashion. ****The motion was made by Selectman Lawrence to grant the renewal of the Shellfish Grant to Mr. Richard S. Kuusela for the ten year time period . The motion was seconded by Selectman Mills . The vote of the Board is unanimous . The vote is 4-0 . NEW BUSINESS: Messa e from Chairperson Jacobson: Selectman Jacobson made note of the poomin 'meetings of the Board of Selectmen to be held on Thursdays a a.m. These meetings will be open to the public. The administrative meetings will dive the Board ars opportunity o go through correspondence and better prepare for Monday meetings . Agenda items can also be discussed at this time, Selectman Lawrence noted he will make every effort to attend the Thursday meetings of the Board* PUBLIC DISCUSSION: Mrs. Ferriday asked Mr. Taylor as to when the Quinaquissett drainage work will begin Mr. Taylor responds the project is to start in the spring. Mrs . Greelish asked if the Thursday morning meetings of the Board will follow the same perimeter as any open meeting? She was informed by Selectman Jacobson the first item of discussion is an organizational meeting to outline what the Board will be discussing. The Town Clerk will post the Thursday meetings and they will be open to the public-0 Elizabeth Petti has recommended to have a budget workshop with all of the Department Heads at the same time with one or all of the Finance Committee present . Nis. Petti suggests to work together as a family to share the pie. This may decrease the tension of the Town in a more equitable manner.
