T <br /> BOARD OF SELECTMEN Page <br /> MINUTES <br /> MONDAYr DECEMBER 2 , 1991 <br /> p.m. Davi Ryan re : Interim_Shellfish- Constable Appointment : <br /> Mr, Ryan was present for the discussion. He informs the Board <br /> he is not planning to apply for the full-time position. He is self <br /> employed and has a flexible schedule, <br /> Mr. Harrington notes the application for a full-tire constable <br /> has not leen advertised at this time. He recommends to appoint <br /> David Ryan on an interim basis for a specific amount of time . <br /> Selectman Jacobson has talked with Town counsel of this concern. <br /> He has recommended to appoint Mr. Ryan as acting or interim until <br /> such time as a permanent appointment has been rade. <br /> ****The motion was made by Selectman Mills to appoint David Ryan <br /> as acting shellfish Warden until the permanent appointment has been <br /> made. The motion was seconded by Selectman Vaccaro. The vote of <br /> the Board is unanimous . The vote i 4-0. <br /> Selectman Jacobson notes the conservation, shellfish Commission <br /> and Waterways Commission have all expressed an interest to be in the <br /> review process of a new shellfish officer. <br /> Selectman Jacobson motes Mr. Besse and Mr. Halpern have volunteered <br /> o be acting Harbormaster until an appointment has been made. Mr. <br /> Halpern has the necessary mooring information on his computer. <br /> Selectman Mills asks if the computer data is also on the Town <br /> file? Mr. Harrington informs her it is on a disc i'n the Town file. <br /> Selectman Jacobson suggests to place this on a future agenda <br /> item for discussion. Selectman Vaccaro agrees . With the Harbormaster <br /> information on a disc we are capable to ]gill from the Town Hall . <br /> Donation - United Liquors : <br /> Selectman Mills made mote of a donation from United Liquors <br /> for $1 ,.000 to- defray the cost of the Police Department computer <br /> system. She asks if this goes into a donation account? <br /> The Town Accountant has recommended this donation go into the <br /> general fund . The chairman of the Police station Building committee <br /> concurs with Ms , Rommelmeyers recommendation. <br /> The donor should be notified as an act of common courtesay suggests <br /> Selectman Lawrence, Selectman Vaccaro agrees . <br /> If the item is already paid for, it is appropriate to return the <br /> money to the general fund. Selectman Jacobson metes the cost of the <br /> computer came from the general fund. <br /> Memo from the Board of Health: <br /> Selectman bills notes her concern to the second paragraph of the <br /> memo received from the Board of Health. she asps the Board for clarifi- <br /> cation <br /> larifi-cation of the Board ' s position to the % spending cap? <br /> The spending cap is absolute or at the Board ' s discretion informs <br /> Selectman Vaccaro. The Shellfish constable asked for an exemption <br /> that was granted at the Board ' s, discretion for this department . <br /> Selectman Jacobson suggests to send a memo to the Board of Health <br /> for further clarification of their memo. <br />
