# F w a BOARD OF SELECTMEN Page MINUTES MONDAY, JANUARY 1 , 199 NEW BUSINESS, Appointment of JimVaccaro as Acting Harbormaster. sir.. ....�.�..�.�� ■ It was noted that Selectman Vaccaro is the liason to the depart- ment of the Harbormaster. He is currently working on administrative procedures and informs the Board. the files from this department are now in Town Hall . Selectman Jacobson stressed the need to get the bills out. She would like to receive a copy of the current mooring list and suggests to abide by the Harbormasters plan. Sho has recommended that n new mooring perm' its. be i s sued at this time. It is important the navigational aids are in on time indicates Selectman Vaccaro. Selectman Caffyn suggests the Executive Secretary handle the administrative duties of the interim Harborma ter period. Selectman Jacobson would like to obtain a list of the Assistant Harbormasters for the Thursday morning meeting of the Board.as well as the current mooring list. **Them motion was made by Selectman Caffyn to have a temporary moratorium on the issuing. of mooring permits , The,,,..-motion was seconded by Selectman Mills . The vote of the Board is unanimous . The vote is 4-0 . Mr. Baler suggests to charge more for commercial and non-resident moorings . He mentions that Half Tide Marina has ten mooring permits that are rented for more money than the 'Town, charges . Is this legal asks Selectman Jacobson? "Town counsel advises it is . Selectman Mills suggests to establish a commercial rate. A second possibility is taking the moorings and issuing thea to private individ- uals. 'Town Counsel advises we may be sued if that -is done. Selectman Vaccaro suggests the Beard establish a fee schedule on Thursday since bills are to be sent out in February. The Conservation Commission has also requested a list of the mooring holders . Permit Fees for 'Town Pro r ects . A request was made from Pat White to waive fees on various Torn--owned projects . It was noted by Mrs , Mason that bids were open- ed on Wednesday for the Senior Center addition, The direction was to include the fee . Town Counsel indicated this could be waived, but it may cause a problem since the bid is based on the cost of the construction. Mr. Taylor is also in favor. He nos that this would assist in general since more than one permit is involved. **The motion was made by Selectman Mills to formulate a policy to waive fees on Town owned buildings for Town cont- acted work on Town facilities . The license fees are to be waived. The motion was second- ed by Selectman Caffyn. The vote of the Board is unanimous . The vote is - .
