y <br /> t .F <br /> rt <br /> r BOARD of SELECTMEN Page <br /> MINUTES <br /> M <br /> MONDAY, JANUARY 1 , 1992 <br /> COMMUNICATION AND CORRESPONDENCE: <br /> Selectman Jacobson gave thanks to the School committee for <br /> the use of the Economics Lab for the Nutrition center. <br /> A St, Patrick ' s Day dance is scheduled for March 14, 1992 at <br /> the Sons of .Italy Hall , This is a fund raiser for the senior center <br /> building-- addition fund informs selectman Jacobson. <br /> The Leisure service Department should be commended for the winter <br /> program offered in the Community School notes Selectman Jacobson. <br /> Cape Cod Commission Chairman Richard Armstrong has indicated that <br /> Mashpee has been selected for funding. of the six applicants , four <br /> were selected to join the three pilot town - The town ' s - included in <br /> the cape Cod Commissions Local Comprehensive plan are Mashpee, Falmouth, <br /> Barnstable, Brewster, sandwich, Truro and Yarmouth. <br /> The Local Planning Committee will be working on a local comprehen- <br /> sive plan for the town ' s involved. The amount of funding over the <br /> next two years i $44,605 informs Selectman Jacobson. <br /> 7 : 19 p.m. Quarterly Tax Bills : <br /> Selectman Vaccaro asked that this be placed on the agenda in order <br /> to increase cash flow and decrease the amount of money the Town would <br /> need to borrow. <br /> Response from the'I Department of Revenue indicates that two thirds <br /> of the communities involved in the program no longer need to borrow,: <br /> or the cost is approximately 10% of what they used to borrow relates <br /> Selectman Vaccaro. <br /> In correspondence from the Assessing Department, Mr . Bailey notes <br /> that this may help in our reval this year. With quarterly tax payments , <br /> there are no financial draw backs to the Assessors Department, No <br /> additional staffing is required or computer modifications indicates Mr. <br /> Bailey* <br /> Quarterly tax bills require a lot of public relations with the <br /> influx of questions relates Mt . Bailey. The realistic approach is the <br /> Department of Revenue is gearing towards quarterly tax bills. If it <br /> is adopted, Mr . Bailey isihpeful the public will be made aware of what <br /> is going on. <br /> There is no need to write up a recap sheet ,informs Mr. Bailey. <br /> We cut the first gears tax ball in half. The disadvantage is before <br /> Christmas , the taxpayer would get the bill with the full impact of <br /> the tax increase. <br /> The advantage would be to be on a schedule motes Selectman Vaccaro. <br /> Mr. Bailey agrees . It would be an advantage to" know. a certain amount <br /> of money is coming in,: . He notes the Tax collector may have a larger <br /> work load. <br /> There is another semi-annual bill than did not pass, but has been <br /> refiled informs Mrs . Shaw. This has been reintroduced and may be the <br /> best for the Town. <br /> The Taxation Committee is looking at this very favorably. If <br /> enacted, it could be ready for next fall indicates Mrs . Shaw. <br /> This bill is similar to the quarterly tax bill informs Mrs . Shaw, <br /> The new tax period would be August lst and February 1st. <br /> Them is a three year implementation schedule that would allow the <br /> taxpayer time to slide into this . You would receive o of the tai <br /> bill on August 1st rather than one quarter. It will give a better cash <br /> flow to the Town indicates Mrs . Shaw. <br />
