SELECTMEN Page 8 <br /> MINUTES <br /> TUESDAY, FEBRUARY 18 , 1992 _ <br /> • 9- : 55 p.m. Mooring Permits : <br /> In reviewing the 1991 records , Selectman Vaccaro has indicated <br /> 907 mooring permits were issued with fees collected for 536 mooring <br /> permits . He relates the files are inineed to be updated since there <br /> is a lot of incorrect information and missing data . <br /> Three moorings are held by the Town indicates Selectman Vaccaro. <br /> A total of 368 mooring permits listed as issued were apparently not <br /> paid or not recorded as being paid. He asks the Board' s approval to <br /> send out the mooring bills in an effort tighten the system of collection <br /> and justify the current mooring permit holders. <br /> Selectman Vaccaro has recommended the mooring bills go out on <br /> schedule with the same fee schedule. Included in the mailing is an <br /> address correction requested and a renewal application that will be <br /> required of the mooring permit holders to complete for approval . With- <br /> out the return of the updated information, the application will not be <br /> valid. <br /> Mrs. Simmons relates that under the Harbor Management Plan a <br /> certain amount of moorings are permitted. To have 907 may be beyond <br /> the limit of the Town. <br /> We have to correct the system indicates Selectman Vaccaro. If we <br /> get back too many, we could have a lottery. <br /> Selectman Mills suggests to have one or two moorings available for <br /> rent or use when a visitor comes into Town so they may be able to spend <br /> the night. <br /> • Attorney Reardon suggest&„the mooring permit file be checked against <br /> the Assessor ' s property tax file to assure that boat ' s are being pro- <br /> perly taxed. Selectman Vaccaro relates when the information is returned <br /> it will be checked against the Assessor ' s list . <br /> It was noted that you can ' t rent or let someone use your mooring. <br /> It is also not lawful to charge a non-resident more than a resident . <br /> They should be charged the same mooring fees . <br /> Attorney Reardon+ .will review the legal right to charge more for <br /> commercial moorings. <br /> ****The motion was made to accept the recommendations of Selectman <br /> Vaccaro as listed in his memo of February 13 , 1992 and to send out the <br /> mooring bills with the same fee schedule with the following addendums; <br /> The mooring application will not be valid unless the renewal application <br /> is completed with the required current information, all real estate taxes <br /> are to be paid and the notice that you can ' t rent or let someone use <br /> your mooring. The motion was seconded by Selectman Mills . The motion <br /> was seconded by Selectman Jacobson. The vote of the Board is unanimous . <br /> The vote is 4-0 . <br /> uarterly Tax Bills : <br /> Selectman Vaccaro asks if there is an article for quarterly tax <br /> bills on the warrant? We have not received anything to date from the <br /> Board of Assessors or Tax Collector relates Mr. Harrington. <br /> • Mr. Harrington has recommended to send the tax bills out on a timely <br /> basis . If the bills are sent out on September lst , the Town can save <br /> $150, 000 . <br />
