BOARD OF SELECTMEN <br /> MINUTES - EXECUTIVE SESSION <br /> TUESDAY, FEBRUARY 18 , 1992 _ <br /> • Present : Selectman Jacobson, Selectman Caffyn, Selectman Vaccaro, <br /> Selectman Mills <br /> Executive Secretary Kevin J. Harrington <br /> Town Counsel Joseph J. Reardon <br /> Absent : Selectman Lawrence <br /> Guests : John Largay, Jr. , Dan Hollister <br /> The Meeting was Called to Order by Chairman Jacobson at 9 : 35 p.m. <br /> John A. Largay, Jr. re : An Offer for Land: <br /> With reference to Tom Fudala ' s recent memo, the recommendation <br /> was made to pursue the possibility of exchanging land with Mr. Russell <br /> Peters which may be a more desirable option and to meet with Mr. John <br /> Largay to hear his presentation to purchase property . Mr. Fudala has <br /> recommended to hear the two presentations before making a decision. <br /> In Mr. Fudala ' s memo dated 12/10/91 , it was indicated that the <br /> taxes have not been paid on Water ' s Edge. Mr. Largay indicated the <br /> taxes are not paid to date. <br /> Selectman Mills indicates the Planning Board doesn 't usually grant <br /> permits without the payment of taxes . We could possibly make this a <br /> policy relates Selectman Vaccaro. Approval could be contingent upon <br /> payment of taxes. <br /> • The total acreage is approximately 10-11 acres relates Mr. Largay. <br /> The offer for the Town owned land is $32 ,000 . Mr-.- Largay indicates he <br /> owns Water ' s Edge which abuts:_7 . 9 acres of the desirable Town owned land . <br /> He indicates the permit has expired on Water ' s Edge. In order to com- <br /> plete the condominium project, he needs abutting land . <br /> Selectman Mills indicates a vast majority of the small lots are <br /> owned by Josephine Mills. <br /> Selectman Caffyn is concerned as to the assessment value and would <br /> like to obtain further information. <br /> Attorney Reardon indicates to make the property in .usable j orm <br /> you would have to partition to partition. If the Town is to sell land <br /> there are legal procedures under Chapter 30B that are applicable . Pro- <br /> posals will have to be solicited and the Town would have to invite people <br /> to bid on the land . Town Meeting has to authorized the execution of <br /> the deed. The Conservation Commission also has to be offered the land <br /> before the sale. <br /> ****The motion was made by Selectman Mills to adjourn the meeting in <br /> Executive Session at '9' : 53 p.m. The Board will resume into Open Session. <br /> The motion was seconded by Selectman Vaccaro.
