4 <br /> w <br /> BOARD of SELECTMEN Page <br /> MINUTE <br /> MONDAY, MARCH 21 1992 <br /> Assistant Buildinq Inspector : <br /> The appointment of Mr, Mart.irt as acting Building Inspector <br /> through June 30, 1992 has been approved by Mr . Harrington, Mr. Martin <br /> is currently Assistant Building Inspector to the Town of Barnstable <br /> and will be available if there is an emergency situation in the absence <br /> f Doug Boyd . <br /> Town counsel concurs . There are requirement under the state <br /> building code and it is wise to make a selection of one who has an on- <br /> going reltionship with the current building codes. There would be <br /> liability to the Town if there is no one present to respond. <br /> Selectman Jacobson expressed her concern that the former Assistant <br /> Building Inspector who works for the Town may of been the direction <br /> to proceed. <br /> Communication from the Personnel Board <br /> Jane Stockbridge and Pita Sousa were present to discuss the job <br /> description of the DPW Director and Town Engineer regarding the merging <br /> into one compensation level . <br /> As indicated from Mrs . Sousa, the job description stateda civil <br /> Engineering degree was a pre-ferred item in the job description of DPW <br /> Director. <br /> Research over the past two fiscal years indicates there is at small <br /> amount of time to devote to the position of -Town Engineer. It is approx- <br /> imated for 37 . 5 hours . Based upon the research and the level of involve- <br /> ment-, the Personnel Board feels Mr. Taylor can handle this -within his <br /> job description. If not, the Town should continue to use an outside <br /> consultant . <br /> The Personnel Board recommends no change in the - job description. <br /> To define a consultant and employee is very different and could create <br /> a possible conflict of interest r'etes Mrs , Sousad. <br /> The views of the Personnel Board are well taken indicates Selectman <br /> Vaccaro. It was noted that Mr . Taylor has not done additional consulting <br /> to date. <br /> NEW BUSINESS: <br /> Vehicle Use: <br /> David Houghton is currently reviewing the Town ' s existing vehicle <br /> use policy relates Mr. Harrington. A. draft should be available for the <br /> Board to review next week. <br /> Ad 'ounment ; <br /> ***The motion was made by S lectman Mills to adjourn the Meeting at <br /> 20 p.m. The motion was seconded by Selectman Vaccaro. The vote of <br /> the Board is unanimous . The vote is -0 . <br /> Selectman Jacobson polled the Board . The decision is unanimous to <br /> enter into Executive Session at this time to discuss strategy with respect <br /> to pending litigation. The Board will not reconvene.
