4 w BOARD of SELECTMEN Page MINUTE MONDAY, MARCH 21 1992 Assistant Buildinq Inspector : The appointment of Mr, Mart.irt as acting Building Inspector through June 30, 1992 has been approved by Mr . Harrington, Mr. Martin is currently Assistant Building Inspector to the Town of Barnstable and will be available if there is an emergency situation in the absence f Doug Boyd . Town counsel concurs . There are requirement under the state building code and it is wise to make a selection of one who has an on- going reltionship with the current building codes. There would be liability to the Town if there is no one present to respond. Selectman Jacobson expressed her concern that the former Assistant Building Inspector who works for the Town may of been the direction to proceed. Communication from the Personnel Board Jane Stockbridge and Pita Sousa were present to discuss the job description of the DPW Director and Town Engineer regarding the merging into one compensation level . As indicated from Mrs . Sousa, the job description stateda civil Engineering degree was a pre-ferred item in the job description of DPW Director. Research over the past two fiscal years indicates there is at small amount of time to devote to the position of -Town Engineer. It is approx- imated for 37 . 5 hours . Based upon the research and the level of involve- ment-, the Personnel Board feels Mr. Taylor can handle this -within his job description. If not, the Town should continue to use an outside consultant . The Personnel Board recommends no change in the - job description. To define a consultant and employee is very different and could create a possible conflict of interest r'etes Mrs , Sousad. The views of the Personnel Board are well taken indicates Selectman Vaccaro. It was noted that Mr . Taylor has not done additional consulting to date. NEW BUSINESS: Vehicle Use: David Houghton is currently reviewing the Town ' s existing vehicle use policy relates Mr. Harrington. A. draft should be available for the Board to review next week. Ad 'ounment ; ***The motion was made by S lectman Mills to adjourn the Meeting at 20 p.m. The motion was seconded by Selectman Vaccaro. The vote of the Board is unanimous . The vote is -0 . Selectman Jacobson polled the Board . The decision is unanimous to enter into Executive Session at this time to discuss strategy with respect to pending litigation. The Board will not reconvene.
