i <br /> BOARD OF SELECTMEN Page 5 <br /> MINUTES - ADMINISTRATIVE MEETING <br /> • THURSDAY MARCH 5 , 1992 <br /> Doug Storrs • <br /> Donna ' s Lane would begin as a three lane roadway at the <br /> intersection with Route 28 with a flair in the opening of the <br /> road relates Greg Taylor. It should not impact Mr . Talanian ' s <br /> mini golf establishment . <br /> Included in the estimated cost of $150,000 is the flair in <br /> the road , three lanes changing to two lanes , addressing the <br /> drainage problem and pavement of the road relates Mr. Storrs. <br /> There will be catch basins and leaching pits installed . <br /> Mr. Storrs is scheduled to meet with the Board of Appeals on <br /> Wednesday. <br /> Selectman Caffyn suggested if Chapter 90 funds are <br /> available, the Town could pay for the signalization. Field ' s <br /> Point , Cornish Trust and Mr. Talanian could make payment for the <br /> Donna ' s Lane road improvement over a twenty year betterment <br /> period. <br /> Selectman Vaccaro indicate that the Town can ' t ask the <br /> developer to pay for the road with the condition that we will <br /> install the lights . The Town should not be totally responsible . <br /> The other parties should contribute a portion. If not , we would <br /> then be the the 50% range of payment . <br /> Selectman Jacobson left the Meeting. <br /> Doug Storrs relates that with today ' s meeting, we have made <br /> • an effort to solve the problem. There is a spirit of cooperation <br /> and commitment to resolve the issues of Donna ' s Lane. <br /> The Board is in agreement that the cost of Donna ' s Lane <br /> should be absorbed by the property owners through the betterment <br /> process . The Town will actively pursue an active plan towards <br /> the signalization with use of Chapter 90 funds. <br /> Mr. Storrs will meet with Charles Talanian . He will compose <br /> a single letter of agreement between the landowners with regards <br /> to Donna ' s Lane. This will include a 100% cost to the landowners <br /> through a 20 year betterment process, the Town to pursue the <br /> signalization and the cost of the lane improvements to be paid <br /> for by the Town and/or landowners. <br /> Being no further business to discuss , the Meeting adjourned <br /> at 12 : 05 p.m. <br /> Respectfully submitted , <br /> Kathleen M.
