DPW <br /> Director Greg Taylor will provide the sketch plan for the Town <br /> and specifics . <br /> The approximate cost for improvements to Donna ' s Lane is <br /> $180 ,000. Mr . Talanian is to contribute 25%, Field ' s Point 25% <br /> and the Town of Mashpee 50% indicates Mr. Storrs. The payment <br /> can be made over a twenty year period. <br /> For the road to go forward , there has to be an agreement <br /> between the three parties relates Attorney Storrs. <br /> Mr. Storrs suggests the Board of Selectmen make a <br /> recommendation to the Board of Appeals in support of the Donna 's <br /> Lane project . The ability of the parties to commit funds is <br /> contingent upon the opening of the restaurant, flea market and <br /> mini golf course facilities . <br /> Further improvements to the road such as the proposed bike <br /> path can be obtained in the special permit process indicates <br /> Mr. Storrs. <br /> Selectman Jacobson indicates the Town has no intention of <br /> paying 50%. The Town has already incurred a number of bills with <br /> the taking. The perception of the voting public with the taking <br /> was that there was to be of no cost to the Town. We would have <br /> • to return to Town Meeting for approval . <br /> The Town is entitled to be reimbursed through the betterment <br /> process relates Selectman Vaccaro. The road was taken by the <br /> Town. The sum of $11 ,000 was improperly incumbered to get the <br /> road open . <br /> Mr. Storrs indicates there is a proposal for a 24 ' wide road <br /> and a 40" wide road similar to Job ' s Fishing Road . This would <br /> include a bike path. <br /> It was indicated by Mr. Storrs that Job ' s Fishing Road was <br /> designed to have parking and that is why it was laid out as <br /> such. He recommends not to place a 40 ' wide roadway since <br /> parking is not intended for Donna ' s Lane. Once we know what is <br /> going to happen to the land , the roadway will expand as a cost to <br /> the developer. <br /> Mr. Storrs indicates the timing of Route 28 and Donna ' s Lane <br /> should happen soon. Since there is not a dramatic traffic <br /> problem, the signals may not have to be in place for the road to <br /> open. <br /> Donna ' s Lane and Route 28 should be considered as separate <br /> budgets suggests Attorney Storrs. He estimates the cost for each <br /> to be about $150,000. <br /> It was suggested the Board of Appeals and Board of Selectmen <br /> meet jointly to discuss this further. Selectman Jacobson <br /> indicates the Board of Appeals would like a signal commitment and <br /> the installation of turning lanes. This would give some ability <br /> for traffic to get in and out . This problem should be resolved <br /> • in conjunction with the application. <br />
