BOARD OF SELECTMEN Page 4 MINUTES MONDAY, MARCH 23, 1992 PUBLIC DISCUSSION: Marie Scalley expressed her concern to the chart of auto insurance rates that was printed in the Cape Cod Times on February 11 , 1992 . Of the fifteen Cape town ' s, Mashpee has the highest rate . The number of accidents per town determine the tax�rate indicates Mr. Harrington. He will review this further . Selectman Mills recommends for the Police and DPW to present statistics to the Board . Selectman Caffyn agrees . Areas that present a problem can be identified . Raw data may be able to substantiate the increase . Selectman Jacobson indicated that she has received a memo from Mr. Harrington regarding the Thursday morning administrative meetings . He recommends minutes be retained to be compatible with the open meeting law. An agenda should also be provided so the minutes relate back to the anticipated agenda . The initial purpose of the administrative meetings was to review correspondence, sign warrants and review information for the upcoming meetings indicates Selectman Jacobson. In an attempt to reach a consensus last Thursday on the school addition, the Board voted to support the addition. The meeting was taped , but no formal minutes were taken. • Without the information prior to Town Meeting and with the time constraints , the vote was taken on a Thursday morning meeting informs Selectman Jacobson. If serious votes of major issues are to be taken, Selectman Lawrence states that he would like to be informed . The focus of the Thursday meetings has changed . Selectman Lawrence has recommended the Board of Selectmen take over and run the town. With enough people on the Board with the time to run the town, why do we need an executive secretary? We should make this a full time Board of Selectmen. The Board is in agreement to remain with the Thursday morning meetings. ****The motion was made by Selectman Mills to transcribe the minutes of the tapes from the Administrative Meetings. The motion was seconded by Selectman Caffyn. VOTE: Unanimous . 5-0 . 7:40 p.m. Public Hearing - Flea Market/Bazaar Guideline: A letter received from the Chamber of Commerce concurs with the proposed Flea Market/Bazaar Guidelines relates Selectman Jacobson. As indicated from Mr. Harrington, the May Town Meeting approved the bylaw to allow the Board of Selectmen to develop guidelines .
