BOARD OF SELECTMEN Page 4 <br /> MINUTES <br /> MONDAY, MARCH 23, 1992 <br /> PUBLIC DISCUSSION: <br /> Marie Scalley expressed her concern to the chart of auto <br /> insurance rates that was printed in the Cape Cod Times on <br /> February 11 , 1992 . Of the fifteen Cape town ' s, Mashpee has the <br /> highest rate . <br /> The number of accidents per town determine the tax�rate <br /> indicates Mr. Harrington. He will review this further . <br /> Selectman Mills recommends for the Police and DPW to present <br /> statistics to the Board . Selectman Caffyn agrees . Areas that <br /> present a problem can be identified . Raw data may be able to <br /> substantiate the increase . <br /> Selectman Jacobson indicated that she has received a memo <br /> from Mr. Harrington regarding the Thursday morning administrative <br /> meetings . He recommends minutes be retained to be compatible <br /> with the open meeting law. An agenda should also be provided so <br /> the minutes relate back to the anticipated agenda . <br /> The initial purpose of the administrative meetings was to <br /> review correspondence, sign warrants and review information for <br /> the upcoming meetings indicates Selectman Jacobson. <br /> In an attempt to reach a consensus last Thursday on the <br /> school addition, the Board voted to support the addition. The <br /> meeting was taped , but no formal minutes were taken. <br /> • Without the information prior to Town Meeting and with the <br /> time constraints , the vote was taken on a Thursday morning <br /> meeting informs Selectman Jacobson. <br /> If serious votes of major issues are to be taken, Selectman <br /> Lawrence states that he would like to be informed . The focus of <br /> the Thursday meetings has changed . <br /> Selectman Lawrence has recommended the Board of Selectmen <br /> take over and run the town. With enough people on the Board with <br /> the time to run the town, why do we need an executive secretary? <br /> We should make this a full time Board of Selectmen. <br /> The Board is in agreement to remain with the Thursday <br /> morning meetings. <br /> ****The motion was made by Selectman Mills to transcribe the <br /> minutes of the tapes from the Administrative Meetings. The <br /> motion was seconded by Selectman Caffyn. VOTE: Unanimous . 5-0 . <br /> 7:40 p.m. Public Hearing - Flea Market/Bazaar Guideline: <br /> A letter received from the Chamber of Commerce concurs with <br /> the proposed Flea Market/Bazaar Guidelines relates Selectman <br /> Jacobson. <br /> As indicated from Mr. Harrington, the May Town Meeting <br /> approved the bylaw to allow the Board of Selectmen to develop <br /> guidelines . <br />
