J <br /> BOARD OF SELECTMEN Page 2 <br /> MINUTES <br /> MONDAY, MAY 11 , 1992 <br /> Selectman Jacobson welcomed new Board Member George Costa to <br /> the Board of Selectmen. <br /> PUBLIC DISCUSSION: <br /> William Zammer was present on behalf of the Chamber of <br /> Commerce to discuss the recent survey that was circulated at Town <br /> Meeting. Mr . Zammer read the memo of concern and objection to <br /> the Planning Board Survey as submitted by the Chamber. (Enclosed ) <br /> The Chamber indicates the concept is excellent , but should <br /> be done in a more scientific manner to truly represent the <br /> priorities of the citizens of Mashpee. <br /> Tom Fudala related that Town Meeting was the ultimate <br /> distribution point for the survey since the plan will ultimately <br /> be approved at Town Meeting. There was no money in the budget to <br /> mail the survey. All survey ' s were marked and coded in <br /> distribution of over 1000. <br /> Several boards and departments responded with specific <br /> questions and issues on the survey . This is a small step in the <br /> two year process indicates Mr . Fudala . There is no intended bias <br /> in the survey. Mr. Fudala welcomes working with the Chamber and <br /> other related input . <br /> *Selectman Caffyn recommends to have a workshop with <br /> Mr. Fudala and the Chamber for this discussion. The scheduled <br /> date is Thursday, May 44;', 1992 at 4 : 00 p.m. <br /> *Selectman Caffyn has recommended to submit a letter to the <br /> School Committee requesting distribution of the survey through <br /> the children . It is a valid manner to distribute information to <br /> area residents . <br /> With concerns towards the survey, Selectman Vaccaro <br /> indicated that there was no intent on Mr . Fudala ' s part to skew <br /> the issues . With regards to the statistical validity, the <br /> returns from Town Meeting give statistical indication of how Town <br /> Meeting members act and how the voters in Saturday ' s election <br /> feel . It does not overlap with the rest of the Town to be the <br /> feelings of the entire Town. <br /> With regards to perception, Selectman Vaccaro indicates that <br /> apparently some people perceive the survey as different than the <br /> intent . He relates that Mr. Fudala had the best of motivations . <br /> Selectman Vaccaro has worked with Mr. Fudala and indicates if the <br /> Chamber feels certain questions are biased, they can be flagged . <br /> Tests can be run to see if the questions are biased . <br /> Selectman Vaccaro indicates that communication is a <br /> problem. We all need to be sensitive to the concerns of all <br /> elements of the community . We should try to do things in advance <br /> in the future. <br /> I' <br />
