* e <br /> 3 <br /> 1 <br /> BOARD of SELECTMEN Page <br /> MINUTES <br /> MONDAY f MAY 1 , 1992 <br /> Shellfish Aboriginal Fights Discussion: <br /> to - <br /> Selectman Jacobson notes that she agrees in principal that <br /> aboriginal hunting and shellfish rights exist until proven <br /> otherwise . She has a problem with not having to comply with some <br /> of the rules and regulations others have to comply with. There <br /> are certain rules and limits. Selectman Jacobson notes that she <br /> is not prepared to make a decision tonight, but is pleased with <br /> tonight ' s conversation. <br /> Selectman Vaccaro indicated that tonight has . been a <br /> tremendous learning experience . The key word from tonight ' s <br /> meeting 'is communication. He is hopeful to have continued <br /> dialogue of discussions . <br /> Selectman Costa relates that he is glad to see dialogue , <br /> The Town has unique heritage . Duo to past conflicts it has been <br /> ignored . He suggests to formulate a committee between the native <br /> americans and Board of Selectmen to restore the identity i-n <br /> Town. Selectman Costa indicates that he is pleased to see so <br /> many native americans present for tonight ' s discussion . <br /> Selectman Caffyn agrees , Members of the Tribal Council <br /> should be included to find out what everyone wants and to see if <br /> it is acceptable . She recommends to schedule additional meetings <br /> with continued dialogue . With concerns to Federal recognition, <br /> we should understand the ramifications , contact the Tribal <br /> Council and form a committee for ]getter understanding. <br /> With regards to equal. rights , Attorney Gurwitz indicates <br /> that we aro all americans and we all have equal rights . There i <br /> nothing wrong with being different . We have to respect the <br /> different, We can learn from it . We don ' t have to be the same. <br /> He also notes the ancient ways have no right to be blocked . <br /> M . Denway relates that it is not his philosophy to treat <br /> someone different because they were bora differently, It is not <br /> american . One set of laws apply to the people. That is the <br /> american way., . <br /> Selectman Caffyn notes that we have to accept our <br /> differences. We have a sense of cooperat io.n tonight . She will <br /> contact the leaders of the Tribal Council this week for continued <br /> discussion. She notes that we have to allow for disagreement . <br /> It is the only way to progress. <br /> Earl Cash, Jr. President of the Tribal Council indicated i <br /> that he .is willing to have continued- discussion with the <br /> Selectmen . He suggests they contact him at the Tribal Council <br /> off ice . <br /> Marie Scalley commented that the Historical Commission.,, has <br /> taken steps to recognize the ancient way = The Townspeople <br /> supported recognition, but not the state . She noted that if <br /> ancient wags were legalized , the areas would be open for <br /> development , <br /> Rita Sousa{; suggested to pause for a moment to retain - the spirit, <br /> She indicated that she is impressed by this group wishing to retain <br /> their ancient culture. <br /> 9 : 00 p.m. Recess .
