� I Yl U w * I�f e4 DATE- May l � 1992 � moi' . � � 3 TO Board of Selectmen OFFICE FROM: Finance Committee RE: Union Contract Procedures At our May 13 meeting, the Finance Committee developed some recommendations relative t contract negotiations. We hope they can provide a useful structure for the future. 1 The Finance Committee wants to- be an active participant in setting goals and policies regarding contract negotiations. we want to be involved at the initial stage of goal-setting. 2 The Finance Committee wants to be notified of all Selectmen Executive Sessions regarding contract negotiations, preferably when such Executive Session is placed on the Selectmen's meeting agenda. We want the Finance Committee Char (or her designee) to be permitted to attend all such Executive Sessions. 3 we recommend that all changes from a previous contract be clearly identified in a proposed new ciontract in the fol lowing manner: the most recent contract should contain new items in bold type, and to- -deleted items by strikethrough type. 4) 'We recommend that the acceptance of individual articles or items in a contract not constitute ,:acceptance of an entire contract. Further, we recommend that acceptance of individ .al articles and items in a contract be recorded in formal notions and votes, and that no contract be voted on by the Board of Selectmen until It has been reviewed in its entirety in Executive Session. 5 We recommend that an article be placed in the October warrant prohibiting from any warrant an article for a contract which has not been signed by the Board of Selectmen. 6) In order to prepare itself and the voters, the Finance Committee requires six weeks between the date the Selectmen notify FinComm of its vote to ratify a contract and the date of a town meeting when the contract wW be acted upon by the voters.
