BOARD OF SELECTMEN Page <br />MINUTES <br />THURSDAY_L.FEBRUARY ll, 1993 <br />COMMUNICATIONS AND CORRESPONDENCE <br />School Department re: Mini Computer: Mr. Whr i neour <br />indicated that he has discussed this concern with Town Counsel. <br />According to the MA General Law, the school Department <br />expenditures do -not have to come through the Office of the Board <br />of selectmen until the product has been purchased and installed. <br />The School Committee votes to approve the purchase. The bills <br />are then submitted to the Board of Selectmen who authorize <br />payment. <br />If a product has been improperly installed before approval <br />by the Beard of se l eotren . there is an irregularity of activity <br />indicated selectman Caffyn. she recommended to review the bid <br />process. The warrants are submitted to the Beard of Selectmen <br />for our final approval for payment indicated Selectman Caffyns <br />Mr. Whritenour noted that the Board of selectmen cannot <br />insert their judgement in the place of the school Committee40 <br />Selectman Mills indicated that the Board of Selectmen do not <br />have to sign a warrant if we found it to he f raudulent , unlawful <br />or excessive* <br />Selectman Costa indicated that he has no objection to the <br />Board of Selectmen voicing their opinion to the School <br />Committee. He has concern in signing a warrant that is not <br />correct or excessive. It appears that we are forced to sign the <br />warrant so other parties may receive payment. <br />It was noted that warrant items are grouped together and not <br />separated as line items. <br />For the record ► Selectman Caffyn indicated that she was <br />advised by Kpelan and Paige that if the Chairman of the Board <br />of Selectmen felt the warrant was excessive, he or she has the <br />right to not sign it. <br />Mrs, Greelish recommended to submit a memo to the School <br />Committee to ask them not to place the mini computer fee on the <br />warrant. She asks if the Board can veto a specific line item. <br />{*The Board is in agreement to consult Town Counsel for an <br />i <br />opinion * <br />*The motion was made by Selectman Costa -to recess at 3: 0 <br />p.m. The notion was seconded by selectman Mills.VOTE: <br />Unanimous, -. <br />CI <br />
