BOARD OF SELECTMEN Page <br />MINUTES <br />MONDY, APRIL 2 13 <br />Review of Five -Applications for Road Betterment Abatements: <br />The Selectmen are limited to the consideration of the <br />following questions in acting on abatements to betterments <br />informed Mr, Whritenour, As follows; Does the betterment <br />assessment represent the value of the benefit to the property? <br />Does the betterment assessment represent the property's <br />Proportionate share of the benefit to the area? <br />In accordance with the MA General Law, the Selectmen have <br />(4) months from the receipt of the abatement application to act <br />on given application indicated Mr. Whritenour. <br />Mr. Whritenour recommended the Board schedule a separate <br />hearing for each individual requesting an abatement. The <br />applicant can present their issues to the Selectmen. The <br />Selectmen can then render a decision -prior to the four month <br />deadline. <br />Selectman vacc ro recommended the Board establish a policy <br />relative to abatements. It should be the responsibility of the <br />petitioner to gather information so one is prepared to discuss <br />the reason for abatement, is it the responsibility of the Board <br />of Selectmen to research for information pertaining to the <br />abatement asked selectman vaccaro. <br />Selectman Vaccaro recommended to notify the applicants <br />requesting abatements of the limitations of the Selectmen as <br />described above. <br />Selectman Cat fyn recommended to obtain an opinion from <br />Assessor, David Bailey, Sincethe five abatement cases are <br />unique, she has recommended to request the applicants to gather <br />information to substantiate the abatement request and allow the <br />Selectmen to research the issues. <br />*The Board is in agreement to notify the applicants of the <br />Selectmen's limitations regarding abatements. The applicants <br />will be requested to gather information to substantiate their <br />request. The Selectmen will also conduct in-house research, -A <br />meeting will be scheduled in mid -May to discuss this concern with <br />the applicants. <br />Communication from the School Department re: ACES: <br />Wednesday, May 5. 1993 - to:oo a.m. Invitation to <br />participate in ACES. (All Children Exercising Simultaneously) <br />Selectman Jacobson noted that the Senior Center exercise groups <br />will participate in this international event and exercise <br />simultaneously for a period of fifteen minutes. <br />
