Exolana on: The Town has been operating lagoons on Ash&s Path for the dispoal of septage <br />since a temporary perrmt was received from the Mate in 1974. Disposal of septa e by lagoons is <br />no longer acceptable. The Department of Environmental Protection, Southeast Region, has-: <br />gently ordered the lagoons be properly closed and septage generated in the Town be disposed o <br />at an approved treatment facility. This article is necessary to fund the engineering and construction <br />of the closure as well as the required post -closure monitoring program. <br />Article 14: <br />To see if the Town will vote to transfer from the Fire Ambulance Reserved Receipts <br />Account the sum of $15,000 to the Principal Inside 2 1 2 Account and also transfer the sum of <br />$1,161from the Fire Ambulance Reserved Receipts Account to thy'lterest Inside 2 12 Account, <br />or take any other action relating thereto. <br />Submitted by the Board of Selenen <br />xnlanation; This article funds the final debt service payment for the Town's current ambulance. <br />To see if the Town will vote to raise and appropriate, borrow or transfer from available <br />funds -a suns of money to the School Department Budget Account, or take any other action relating <br />thereto. <br />Submitted by the School Committee <br />Ea.lanation: This article provides School Department funding as required by the Education <br />Reform Act of 1993. Additional monies will be received by the Town via cherrysheet. <br />Article 1; <br />To see if the Town will vote to request the Board of Selectmen, pursuant to their authority <br />under Massachusetts General Laver Chapter 41, Section 9A, to create and add one Police Sergeant <br />position ith�n the Police Department, or take any other action relating thereto. <br />S bited by the Chief of dice <br />&planation: The Police Department will fund this position after January 1, 1994 by using funds <br />from its present salary account. Presently, the Police Department has four police sergeant <br />positions, all of which are assigned to the patrol section. It should be noted that five sergeant <br />positions are necessary to provide uninterrupted scheduling. (without the use of overtimne) of <br />sergeants in the patrol section on a twenty-four hour, seven clay per creek, 365 daywork/duty <br />schedule. The new police sergeant position will ensure adequate and continuous supervision <br />within the Police Department operations division. Also, the increase in supervisory manpower as <br />mentioned, will enhance the Police Department's management of proper implementation and <br />supervision on community policing initiatives presently being taken by the Mashpee Police <br />p rtr en <br />
