I <br />BOARD OF SELECTMEN Page <br />MINUTES <br />MONDA ' D CBMB R 131 1993 <br />p.m. PUBLIC DISCUSSION: <br />On behalf of the Mashpee Taxpayers Association, Al Polsi <br />presented an updated chart of Mashpeets tax base -to the Board. <br />It was noted that the Executive Secretary and members of the <br />Board of selectmenâ–ş Board of Assessors, Finance Committee and <br />Superintendent submitted input into the tax base chart. <br />The Finance Committee will -continue to update the chart as <br />presented. It was noted that it will be discussed at the Finance <br />Conn ittee l meeting of December 15, 19930 <br />-Mr. Polsi recommended to,maintain an additional chart to <br />include funds such as pension, reserve and free cash to complete <br />the package of figures and impacts <br />7:15 p,. Public Dearing: <br />Liquor License Renewals: <br />Selectman vacea o opened the Public Hearing for the purpose <br />of discussing the renewal of all annual liquor licenses in the <br />Town of Mashpee. <br />For the purpose of maintaining a quorum, Selectman vaocaro <br />41 indicated that the Board -will evoke the rule of necessity. Under <br />normal circumstancesf selectmanMills, an abutter of Zachary's <br />Pub would step down when this establishment is being discussed. <br />Selectman vac aro f a member of New Seabury Country Club would <br />normally step down when this establishment is being discussed. <br />Maureen Paxton, a rei-ent of Juniper Drive, Mashpee <br />expressed concerns to the renewal of the annual liquor license of <br />Zachary'sPub.. <br />The exotic dancing is vulgar and degrading to our "Town <br />indicated Ms. Paxton. It'ses a negative example to our youth& <br />e need to present our Town in a good healthy way and not .in. a <br />manner that is obscene related Nis. Paxton. <br />At the request of the Board of Selectmen, the Mashpee Police <br />Department conducted surveillance on the establishment indicated <br />Selectman vaccaro . The Mashpee Police Department concluded that <br />the establishment has violated Chapter 1381 section 12B. <br />It was noted that the October Town Meeting accepted the <br />provisions of the Massachusetts General Laws, Chapter 1, <br />Section 12B. Under this provision, the license is restricted to <br />conform to restrictions pertaining to dancing and attire. <br />
