For positions above the base rate , the Board shall first <br /> consider promoting current employees before receiving <br /> applications from applicants. <br /> , Rates of Pay <br /> Effective July I , 1983 , employees currently covered by this <br /> agreement shall be compensated in' accordance with the Grade <br /> and Step Classification Plan (Appendix and shall be <br /> eligible for future step advancements on July l of each <br /> succeeding year , except as otherwise noted in this a.greement , <br /> until they reach the maximum step in their classification. <br /> The hiring crate for a. new employee shall be the minimum rate <br /> f pay for the position for which the new employee is hired, <br /> unless otherwise authorized by the Board. Department Leads <br /> shall secure prior approval of the Board for hiring of all <br /> i <br /> new personnel and for their hiring rates. The Board i <br /> authorized to hire an employee at any step within his grade <br /> above the starting rate for employees with good relevant <br /> experience and/or training, A new employee shall be eligible <br /> for advancement to the next step of the Grade and and Step <br /> Classification plan (Appendix on the anniversary date of his <br /> beginning employment until he reaches the maximum in his grade <br /> classification. <br /> .
