-5- <br /> -conditions of employment. <br /> 'e. For positions above the base rate . the Board shall first consider <br /> promoting current employees before receiving applications from <br /> applicants. <br /> . Rates of Pay <br /> Effective July 1 , 1983, employees currently covered by this agreement whose <br /> positions are classified under Appendix A as amended shall be compensated in <br /> accordance with the Grade and Step Classification Plan and shall be eligible <br /> for future step advancements on July 1 of each -succeeding year, except as <br /> otherwise noted in this agreement, until they reach the maximum step in their <br /> classification. The hiring rate for a new employee shall be the minimum rate <br /> of pay for the position for which the new employee is hired, unless otherwise <br /> authorized by the Board. Department Heads shall secure prior approval of the <br /> Hoard for hiring of all new personnel and for their hiring rates. The Board <br /> is authorized to hire an employee at any step within his grade above the <br /> starting rate for employees with good relevant experience and/or training. <br /> A new employee shall be eligible for advancement to the next step of the Grade <br /> and Step Classification Plan (Appendix on the anniversary date of his be- <br /> ginning employment until he reaches the maximum in his grade classification. <br /> Employees whose positions are classified under ,appendix B as amended shall be <br /> compensated in accordance with the rates set by the Personnel Board. <br /> 4. Prior Service <br /> If an employee voluntarily resigns his position with the Town and is subsequently <br /> rehired, his service time prior to resignation shall not be computed in figuring <br /> benefits unless authorized by the Board in writing and then only in special <br />
