1 <br /> rate and range for such new or changed position . <br /> 2 New positions must subsequently be approved by Town <br /> Meeting Action and money- appropriated therefor. <br /> VII PROMOTIONS AND TRANSFERS <br /> 1 All promotions and transfers shall be approved by the <br /> Board before taking effect . <br /> When an employee is promoted, he shall enter the new <br /> position at no lower than the minimum rate of pay for the <br /> position or at his present rate of pay, whichever is higher, <br /> The employee promoted shall be eligible for future step ad- <br /> vancement in said position as of the data of promotion. <br /> In considering an employee for a promotion, the Hoard <br /> shall consider qualifications, ability and job performance of <br /> qualified applicants . <br /> 4 If an employee is transferred to a position with a lower <br /> rate of pay, he shall eater it at his present rate or the <br /> maximum rate -whichever is lower. <br /> VIII TITLES OF POSITIONS <br /> No person shall be appointed, employed or paid as an employee <br /> n any position subject to the Plan under any title other <br /> than one in the Grade and Stela Classification (Appendix s <br /> { <br /> amended or Appendix R as amended .
