Mashpee Planning Board <br /> Minutes of Meeting <br /> June 20, 2018 at 6:00 p.m. <br /> Waquoit Meeting Room, Mashpee Town Hall <br /> Present: Chairman Mary Waygan, Dennis Balzarini, Joe Cummings, David Kooharian, David <br /> Weeden, Robert (Rob)Hansen(Alt.) <br /> Also: Evan Lehrer-Town Planner, Charles Rowley-Consulting Engineer <br /> CALL TO ORDER <br /> The Town of Mashpee Planning Board meeting was opened with a quorum in the Waquoit <br /> Meeting Room at Mashpee Town Hall by the Chair, at 6:00 p.m. on Wednesday, June 20, 2018. <br /> The Chair welcomed attendees and asked that people addressing the Board do so using the <br /> microphone, stating their name and their business. The Chair stated that the meeting was being <br /> video graphed and recorded. The Pledge of allegiance was recited. The Chair noted that this <br /> evening's meeting was beginning one hour earlier to allow for a presentation from the Cape Cod <br /> Commission. <br /> PRESENTATION FROM CAPE COD COMMISSION <br /> Chairman Waygan introduced, from the Cape Cod Commission, Acting Executive Director, <br /> Kristi Senatori, and Transportation Program Manager, Steven Tupper, as well as Mashpee <br /> Representative, Ernest Virgilio, Ms. Senatori planned to summarize the Cape Cod <br /> Commission's regulatory work, as well as updates to their Regional Policy Plan. Ms. Senatori <br /> expressed her thanks to Mr. Virgilio for his work with the Commission. <br /> Ms. Senatori stated that the role of the Commission was to protect Cape Cod's unique values and <br /> duality of life and resources, but also assist in the need to grow economically, while keeping the <br /> Cape special. Ms. Senatori emphasized the importance of balancing environmental and historic <br /> protections with economic development. Ms. Senatori discussed the Commission's purposes, as <br /> defined in the Cape Cod Commission Act that was established by the Legislature in 1990. <br /> Among the purposes were: <br /> -Anticipate, guide and coordinate the rate and location of development with the capital <br /> facilities necessary to support such development <br /> -Review developments which will have impacts beyond their local community <br /> -Identify and protect areas whose characteristics make them particularly vulnerable to <br /> adverse effects of development <br /> -Preserve the social diversity of Cape Cod by promoting fair affordable housing for low- <br /> income and moderate-income persons (including the missing middle) <br /> -Promote the expansion of employment opportunities <br /> -Implement a balanced and sustainable economic development strategy capable of <br /> absorbing the effects of seasonal fluctuations in economic activity <br /> Ms. Senatori noted that the Cape Cod Commission had a Comprehensive Economic <br /> Development Strategy, with plans to commence an update in the fall, and recommended that <br /> stake holders become involved in the process. <br /> 1 <br />
