5 <br /> 5 <br /> SELECT14ENI s MINUTES • <br /> •' October 24, 1979 <br /> Page <br /> Selectman Benway explained the background of B.' An advis- <br /> ory Committee was formed consisting of representatives--the <br /> majority votes being local. The object of this Committee was <br /> to keep the beach use passive (conservation) , with a minimum <br /> amount of .impact on this fragile area., Commissioner Richard <br /> Kendall agreed. <br /> After the formation of the- Advisory Committee, we began to <br /> feel pressure from the Mass , Beach Buggy Asso . They wanted <br /> representation on the Committee. They felt that the beach <br /> would be State-owned and State-funded, therefore, all con- <br /> stituencies should be represented. A "Memorandum orandur of Under'- <br /> standing" was drawn-up for the State Legislation. This <br /> mernorandum would give Mashpee "homer le" regarding the future <br /> of S B. Because of the strong- political lobby of the Mass . <br /> Beach Buggy Assoc, , the legislation would not pass . The Town's <br /> position remains the same; that is, to preserve the area. <br /> Selectman Benway feels that once the area, 3, 500 to 4, 000 feet <br /> of warm water beach, is State-acquired, it could, within 2 or <br /> .3 years, be a beach and not conservation. Commissioner Kendall <br /> does not want this to happen, Existing leaders now want to <br /> preserve the beach, In years to come, leaders will change <br /> and may have different ideas , leaving the Town with no control <br /> of the beach,. A compromise solution is now being sought with <br /> the New Seabury Corp. involving Town control, Town ownership; <br /> not state control. Commissioner Kendall is aware of this and <br /> will support the concept. <br /> Elizabeth Simpson said she lives in New seabury and- as she in- <br /> terprets the newspaper, if New Seabury gets control, they own <br /> most .of the land) , they are planning a -300-slip marina, oo- <br /> oo condominiums , tree house villages - where is the conserva- <br /> tion If this trade off, or whatever it is, conservation goes <br /> out the window. The traffic will increase by thousands , boats <br /> with oil, etc.- <br /> Selectman <br /> tc.Selectman Garland reaffirms what Selectman Benway said about <br /> negotiations taking place with New Seabury which cannot be <br /> discussed at this t ire. a He asked that the people rely on the <br /> Board' s judgement. He felt the proposed. marina would not dis- <br /> rupt sB as we ]snow ,it today. If negotiations are successful, <br /> the Town will -control the future of S B, He notes the long- <br /> . range plans as they ere ' seem gears ago, for Cape Cod 10 <br /> will not come to pass and that he is not privy to all of New <br /> Seabury' s future plans . <br /> E. Simpson points, )out that in her village to obtain fire hy- <br /> drants, they had to pay themselves to have thea put it. New <br /> Seabury didn' t have the 'money . she feels that if they couldn' t <br />
