SELECTMENTS IiTE October 24, 1979 Page Mr. Reardon refers to the Police Chief' s report dated October 24, .x.979 on this- incident which indicates an error was appar- ently made by the ones ene .officer. Chief O'Connor: The alarm panel indicates that the alarm activated 19 times.- In most alarm systems , this is indicative of an alarm failure, which is not the case here. Roberts: Even in a Motion detector? Chief O' Connor: Yes. The botton line is a procedural fail- ure by the department during the incident. 1. You should have been notified and requested to respond to the establishment. a, on the original alarm condition, b. in the event there was "line trouble. " Roberts :: That does that bottom line mean? Chief O'Connor: It means I can' t do anything about getting the property back - unless,. in the investigation the pro-pertT is recovered. It will not reverse what happened that night, but appropriate disciplinary action will be taken on Friday. Roberts : Shouldn' t the officer' s procedure include a check o f the surrounding area From all indications they would have spotted the shirt and glasses. O'Connor: That is the procedure. Roberts : what is the purpose when you have a shirt' and - sun- glasses, and you don' t use a police dog? O'Connor: That is the procedure, excepting that the unknown party hasn' t come forward to say the officer didn' t check the entire building. The officer' s report indicates he did check.. the front and rear door and the side of the building. At this point, a - telephone call has been received that in- dicates the officer did not do that, but I can' t act without that information unless '-.this person comes forward. Roberts: Asked the Chief if a complete inspection of the building can be made in 4 minutes as .indicated in your letter. O'Connor: You have -1 door, 2 front windows, and a hatchway in the back. It is reasonable to assure a 4 minute check can be made. The unusual entry rakes it reasonable
