SELECTMENTS IiTE <br /> October 24, 1979 <br /> Page <br /> Mr. Reardon refers to the Police Chief' s report dated October <br /> 24, .x.979 on this- incident which indicates an error was appar- <br /> ently made by the ones ene .officer. <br /> Chief O'Connor: The alarm panel indicates that the alarm <br /> activated 19 times.- In most alarm systems , this is indicative <br /> of an alarm failure, which is not the case here. <br /> Roberts: Even in a Motion detector? <br /> Chief O' Connor: Yes. The botton line is a procedural fail- <br /> ure by the department during the incident. <br /> 1. You should have been notified and requested to respond <br /> to the establishment. <br /> a, on the original alarm condition, <br /> b. in the event there was "line trouble. " <br /> Roberts :: That does that bottom line mean? <br /> Chief O'Connor: It means I can' t do anything about getting <br /> the property back - unless,. in the investigation the pro-pertT <br /> is recovered. It will not reverse what happened that night, <br /> but appropriate disciplinary action will be taken on Friday. <br /> Roberts : Shouldn' t the officer' s procedure include a check <br /> o f the surrounding area From all indications they would <br /> have spotted the shirt and glasses. <br /> O'Connor: That is the procedure. <br /> Roberts : what is the purpose when you have a shirt' and - sun- <br /> glasses, and you don' t use a police dog? <br /> O'Connor: That is the procedure, excepting that the unknown <br /> party hasn' t come forward to say the officer didn' t check the <br /> entire building. The officer' s report indicates he did <br /> check.. the front and rear door and the side of the building. <br /> At this point, a - telephone call has been received that in- <br /> dicates the officer did not do that, but I can' t act without <br /> that information unless '-.this person comes forward. <br /> Roberts: Asked the Chief if a complete inspection of the <br /> building can be made in 4 minutes as .indicated in your letter. <br /> O'Connor: You have -1 door, 2 front windows, and a hatchway <br /> in the back. It is reasonable to assure a 4 minute check can <br /> be made. The unusual entry rakes it reasonable <br />
