SELECTMEN' S MINUTES <br /> October 31, 1979 <br /> Page <br /> did not return to work until October, 1979 . The vehicle was <br /> torn down, parts had been ordered in `uly ' with the 'ntent that <br /> all costs would be paid from .the Dog Officer' s Expense Ac- <br /> count, The lengthy absence- of the mechanic, which delayed <br /> the repair of- the vehicle, . forced the Dog Officer to use his <br /> expense monies for the personal use of his vehicle atApprox- <br /> imately $200. 00 per week. This prompted the Dog Officer to <br /> brine this natter to the attention of the Board. It was the <br /> decision of the Board to declare this situation an emergency <br /> and seek the approval of the Finance Committee to expend from <br /> the Repair Account. <br /> Mrs. Blakeman noted the article establishing this account was <br /> designed for the Boards to have joint approval and not to gain <br /> approval from the Finance Committee after the fact, or, in a <br /> manner of speaking, "rubber. stamp app 'oVal."' she invited the <br /> Board -to the Finance Committee' s next meeting on November 14, <br /> 1979 , if they wish to speak on the request. <br /> Selectmen had no problem requesting funds at the next special <br /> Town Meeting, <br /> 10 . Manny Costa met with the Board to inquire if Town Counsel had <br /> rendered an opinion RE: the Board of Health' s underground stor- <br /> age regulation for fuel. <br /> Town Counsel said the Board of Health's authority is that of <br /> health as the Fire Chief' s concern is that of fire protection. <br /> The Board of Health has the power, for cause, to grant avar- <br /> iance to their regulations . <br /> Both-nthe Health and Fire Departments have overlapping juris- <br /> diction and should be applying their regulations uniformly, <br /> The Fire Chief issues a permit.. for oil burners and records the <br /> type of. st ra0e , tank on the permit. The individual is given <br /> a forret to sign, which-.states that he rust sit before the Board. <br /> of Health with a set of blueprints , A copy of this statement <br /> is seat to the BoardOf- Health, <br /> ll# Selectman Benway will be the Board' s representative on the Cape <br /> Cod Joint Transportation Committee for FY 80 ending in Sept- <br /> ember, Mr, Benway'- notes he may need one or- the other .Board <br /> Members to -fill in occas s i'onally. <br /> 1 . Motion by Garland to accept the proposal of Costa' s Fuel Oil <br /> Company bid to convert two low-pressure oil burners to double <br />
