It was the booze and not me and I don't <br /> coo it that often. It' s been the first time I 've been <br /> high in a year. It did get out-of-hand. The guys <br /> got surly with us and we were in our cups . It was' one <br /> of those things. We started shouting back & forth. <br /> There was no tou hi q, no nothing, no threats ; no <br /> nothing. There were none in the parking lot afterwards. <br /> It was not our intention to go -back and harass anyone. <br /> I was already in a. heap at home. I 'm still not out of <br /> that one. <br /> At this point, the meeting ended. <br /> NOTE: Chairman 'Connell left the room, went to the parking <br /> lot to advise the two other gentlemen that if they had <br /> any complaints they had to be lodged with the Police <br /> Chi e f. <br /> POLICE OFF-DUTY TIME <br /> Police personnel working off-duty in liquor establishments, out <br /> of uniform, as door attendants, has creat6d a Droblem when .inci- <br /> dents occur. So much so that there is a concern about the Town' s <br /> liability. After two separate incidents ,involving plain clothes <br /> Police officers, the Chief determined it to be in the hest inter- <br /> est of the Town not to allow these 'nen to work at liquor establish- <br /> ments. The establishments can hire these same men as uniform <br /> police officers . This leaves no question as to how they function. <br /> The Police Chief has the authority under the contract to 'snot <br /> hold or withhold unreasonably. " Thereby, if the Chief deems the <br /> extra work not to be in the best interest of the Town, he can <br /> deny permission to allow a police officer to work at a given job. <br /> Town Counsel agreed, as long as the decision is not arbitrary, <br /> conspicuous, and based on a sound reason. <br /> k <br /> 3 , PATROLMAN KOKMEYER <br /> Write a letter to Patrolman Ko meyer and request hire to. call the <br /> office. It he does not contact the office within a reasonable <br /> time, set up a public hearing, giving fourteen days notice to af- <br /> ford Patrolman Kokmeyer time for preparations . <br /> With no further business to come before the Board, the meeting <br /> was adjourned at 4 : 30 .m. <br /> Respectfully submitted, <br /> B.
